Going back to Dominaria is a hard thing to do. The plane is so soaked in old stories that have been fully resolved.
I think slivers are definitely coming back. They're popular, Wizards likely wants a chance to correct their last implementation that screwed them up, and they were never really dealt with in any old plots.
So much of the rest of the plane is just giant holes of unreality or incursions from another plane that I have a super hard time imagining any kind of cohesive culture forming there, beyond "post-apocalyptic non-recovery", and we already had that, in Time Spiral. Now it's even worse.
Maybe the story will be that there's some McGuffin that planeswalkers need from there, a la the Golgothian Sylex or something. I just can't see much actual world-building happening on top of the ruins a plane that's been destroyed as many times as Dominaria has.

If by screwing them up you mean the art - then yes Maro has said that WotC has heard the complaints from the players and Slivers will probably revert to their old look when next we see them.
If however, you mean that their abilities only affect your Slivers, then no, Maro has told us that all tribes work this way now and new Slivers will continue to work like all other tribes in the future. That probably means we will not see reprint Slivers as WotC doesn't like to do functional errata when reprinting cards.
I'm just hoping that the return to dominaria doesn't feel like the return to innistrad, where something from one of the previous blocks lore wise gets forced strait into the setting and mechanically impacts it. I was not a fan of the eldrazi sneaking into the penultimate gothic horror setting to make it a lovecraft setting.

Ok, i've made it through this whole thread, and i've seen one reference to Jeska in a single post, which referred to action on her part during Future Sight.
I will admit up front that i haven't exactly kept a close eye on the story elements of this game. I think i read all the novels from Brothers' War to Fifth Dawn, and City of Guilds to Future Sight, but it was all a long time ago.
Am i forgetting or didn't read a resolution on Jeska and her brother Kamahl? I'd have thought someone would wonder about what Kamahl, Fist of Krosa might be up to these days, but i feel like i might be forgetting and/or not have read that there was story resolution on them, or at least on Kamahl. Also, last i knew Karn was Mirrodin a.k.a. New Phyrexia these days, after having been the Mirari. I apologize if these are inane questions, i did admit i haven't really kept up on the story aspects and when i did it was a while ago, but i'd appreciate any updates.
As for the set, i'm optimistic. I strongly hope to be able to re-enter Standard in good conscience by then.

As for Kamahl, Time Spiral took place at least a century after the end of Scourge, so Kamahl had already died, if nothing else, of old age by then.
Also, last i knew Karn was Mirrodin a.k.a. New Phyrexia these days, after having been the Mirari.
Karn has cut his losses and left Argentum a.k.a. Mirrodin a.k.a. New Phyrexia, as he feels that the plane is too far gone to save. So instead, he's traveling to all the other planes he's visited, to make sure he didn't accidentally infect them as well. It's entirely possible he'll check up on Dominaria.
As for the Mirari, Karn transformed it into Memnarch sometime between Scourge and Mirrodin (wtf was he thinking?), and then, at the end of Fifth Dawn, Karn transformed Memnarch back into a metal sphere, this time making sure that it was inert, and didn't have crazy monkey's paw powers. It's not going to be affecting the story ever again; even if it didn't (accidentally?) get destroyed sometime during Scars of Mirrodin block, it doesn't have any special properties anymore, anyway.

I have so many questions about your logical process.
Lately Wizards like to put 4 abilities on their planes main-character. Like Chandra & Nicol
Why i believe Garruk will be Dominarias Main-character.

There's at least half a dozen characters who would make much more sense to be the protagonist of Dominaria, as they actually have some sort of connection to the plane. Ajani was headed there to recruit allies, Karn was born there, Teferi's stuck there, etcetera. Garruk has no particular connection to any given plane, so they can put him anywhere. Why, then, continue his story on Dominaria, rather than use the opportunity to instead continue stories that are specifically connected to the plane?

I was though. Introducing Cosmic Horror to the horror plane is something I could get behind, since it's still horror and it mixes things up. Also I liked that they tested the waters with mechanics like Emerge and Meld.
Regarding Dominaria itself, I'd like to think that the plane is diverse and large enough to incorporate newer themes or mechanics more seamlessly than more focused planes.

It's sort of coming back to me now. Karn created Memnarch from the Mirari to act as guardian and keeper of Mirrodin. The flaw that caused Memnarch to go insane wasn't Karn's fault, it was an inherent flaw in the Mirari itself, the same flaw that changed Jeska into Phage and also altered Kamahl. The Mirrodin novel was actually one of the better magic novels, and Darksteel was okay, but 5th Dawn was Godawful (sorry Cory, remedial grammar would've helped a lot), and the whole Time Spiral block wasn't necessarily poorly written, but poorly conceived, even though i love that block as a player, so my memories of the story are muddled by more than just time.
I forgot that i read the Lorwyn/Morningtide block too. Started out pretty good, went so-so after the first book imo. Since then i've only read story re-caps in the Fat Pack/Bundle booklets.
It sounds like there are ways for a writer to bring back Kamahl but it's not very likely. I'd be okay with either, and now that i remember Jeska's redemption, i think they should leave her dead. It would be nice to see Karn again, and several other members have posted a lot of great creative ideas for ways to echo Dominaria's past.
I have to agree with the posters who would like to see the Gatewatch story left out of this tale, at least at first, and ditto for the Eldrazi. I might even read the story if those things happen.

Didn't Venser give Teferi his planeswalking machine at the end of the time-spiral block novels? (or something like that, anyway).

While I wouldn't be adverse to seeing Garruk again, your theory of him getting a 4 ability card doesn't sit right with me. After all wasn't Garruk, Apex Predator only the second planeswalker to get 4 abilities? It seems unlikely that he would be the first the get 2 such cards while there are still many planeswalkers that haven't gotten 1 such card yet.
Agree on that.
Following Teferi would tie in with the Bolas problem as he has experience with the dragon. Yet we have to see if he is still alive and he didn't die of old age.
Time Spiral block was only about 60 years before the current story events, and given Teferi's particular experience with time magic, I expect he's probably managed to stay alive (although he may have aged a lot by now).
