First impression: this looks bonkers. Cast some number of spells and get 10 mana back? That sounds absurd. I suppose the downside to this card is that it's initially just a 6 mana 4/4 flier when you cast it, so it doesn't really do anything until probably a turn or two later, but still. This is much more exciting than O-Kagachi for non-tribal decks.

That is absolutely bonkers. It pretty easily enables pretty much everything in what looks to be a 5-color dragon deck, and is probably a good 5-color commander in its own right.
Also, considering what the various Ramos mana rocks in Mercadian Masques did, the flavor is absolutely on point here.

The biggest downside is how few decks this fits in. But once it's in, whether it's as a Commander or one of the 99, he can do some crazy things.
This guy is all sorts of fun. Mana for days. A shame this guy can't be used in non 5 color decks, but still a lot of fun, I just wish I could use it in Ezuri, Atraxa, or Mazirek.
