Sounds like they just rebranded Atlazan. We'll find out what really happened in June, when they spoil the next set in the block. If it's Conquest of Power or something similar or if they use the same artwork for boosters, then they just rebranded them based on whatever reactions they got from their "leak" survey that included the Atlazan packaging.

I think a lot of people assumed it to be true given the image where it came from but, if I recall, Wizards said that they wanted feedback on pack design to see if the packs were visually enticing. Now, maybe Atlazan is going to be an actual set and maybe it won't be, but to consider it as a confirmed set seems to be wishful thinking.

While it was never confirmed, those research images contained content from Amonkhet that turned out to be legit.
Given that some of the content in those images was legit, it seemed like a "They're legit by association, but let's wait until we're proven otherwise" attitude was justifiable.
I have to wonder if a Mesoamerican World will resonate better with western audiences better than a Japanese World did.
I have my doubts.
I certainly look forward to getting a few more Coatls in Magic, I guess. Sure they won't errata any of the old ones to be Coatl, enraging Vorthoses everywhere. (See: Nagas)

The average Western nerd can more likely name a couple of Aztec gods ("Quetzalcoatl! Wasn't he supposed to destroy us all five years ago?") than they can any Shinto gods. Only somewhat serious students of mythology even know Susa-no-O or Amaterasu-o-mikami. And that's just in terms of mythology; people probably know a few more general things about ancient Mesoamerica than they do about feudal Japan, the latter base of knowledge seemingly consisting of "Well there were Ninjas and Samurai."
I have to wonder if a Mesoamerican World will resonate better with western audiences better than a Japanese World did.
I have my doubts.

We have no way to know if it a top-down set (Kamigawa, Innistrad, Theros, Amonkhet) or bottom up (Ravnica, Zendikar, Kaladesh, Tarkir).

I am pretty sure you are joking, but in case you're not. Ixidron's home plane is Dominaria, on the continent Otaria. It was created by Ixidor, a rather powerful mage that also created everyones favorite angel before Avacyn: Akroma.

Kamigawa's main problem was oversaturation of legends, mostly *****ty mechanics (Sweep, seriously?), and overly expensive cards. It second problem was that it came after the single most broken block after Urza's Saga.
Also, considering that Quetzalcoatl that the Coatl are named after is described as a snake with feathered wings, doubtful.

Although what you said was probably a contributing factor, the problem primarily stems from poor mechanics, to many legendary creatures, cards that where mostly to expensive to cast to be competitive, and coming after the most over powered set since Urza's Saga.
