Honestly, when looking for tribal commanders I don't want a bunch of "Creatures you control of Type X get +1/+1" type effects because that quickly becomes rote. Even "Creatures you control of Type X get Ability Y" gets old after a while. I like legends with abilities that play well mechanically with their tribe; for example, Grimgrin, Corpse-Born works well as a Zombie commander because he sacrifices creatures and helps fill up your graveyard for your Zombies to use as a resource (though Gisa and Geralf give Zombies a more conventional tribal commander, while ironically not being Zombies themselves). Olivia, Mobilized for War plays well with Vampire Madness, especially in tandem with Falkenrath Gorger.
Part of the reason is that I like legends that are good in more than just tribal decks, while still being good in tribal decks. Ezuri, Renegade Leader is worthless in a deck without lots of Elves, while Rishkar, Peema Renegade is not. I get that some people feel a tribal legend doesn't truly feel like a tribal legend unless they use the creature type in the rules text somewhere, but I find that just narrows down the range of decks the legend can play in. Neheb, the Worthy didn't have to be Minotaur tribal; just being a legendary Minotaur would have made him good enough for a BR Minotaur deck, while also allowing him to play comfortably in, say, a Warrior tribal deck or a non-tribal deck. Saskia the Unyielding would have been a perfect Warrior commander had they only made her a Warrior so she could benefit from cards like Bramblewood Paragon and Obsidian Battle-Axe.
When looking for a commander to lead a tribal deck, I care more that the Commander has the type (so they can benefit from tribal effects in your deck) and a color identity that works well for the tribe (Samut, Voice of Dissent is perfect for a RGW Warrior tribal deck). I do like legends that open new color options for tribal decks; Leovold, Emissary of Trest was one such example for Elves, allowing us to play BG and GU Elves together for the first time (unfortunately, he also proved ridiculously good at denying players cards when played in tandem with a certain puzzle box). Shattergang Brothers was the first ever Jund Goblin legend, and the various BR and RG Goblins were thankful for it.

I think the chances of Angels, Demons or Dragons is substantially reduced by the theme for Iconic Masters. They don't need to do a deck for Angels, Demons or Dragon (or Sphinxes or Hydras) here. I doubt we see any of those groups.

That could be true, they may also double down however as the two are being released very close together as far as I know. The other problem is that if Iconic masters is nothing but reprints than it doesn't help with the issues that those tribes face in commander.
There isn't much they could reprint that would help Angel tribal, not with support from new cards. Now they could do a "Bird" tribal deck that has a lot of flying matters cards that would have good synergy with Angels without being directly Angel related. Something like a Soulcatchers' Aerie that only cares if the creature had flying for example, or something like a version of Warden of Evos Isle that Angels could take advantage of. That would be okay as long as they have a "Flying" matters commander that would work well with Angels without being one itself.

Not directly, but just because those tribes have synergy together. You could do Bird/Cleric which would fit the flying of angels and the theme of them being "Holy" with the Cleric aspect. There is actually a good amount they could do design wise with a direction that like.
If they're going to pair Wizards with anything I hope it's not zombies, even if I don't think it's improbable. Zombies are just one of the tribes I wouldn't mind them skipping in this release.

Maybe the unexpected tribe will be Ninjas and/or Pirates.
Ninjas don't exactly have an actual legendary outside of Vela the Night-Clad who isn't a ninja herself.
Pirates do have a legendary in the form of Ramirez DePietro but he is woefully and extremely outdated in the current state of Commander also the only other legendary pirate is Kari Zev, Skyship Raider who is mono- . The tribe would more likely benefit from a UBR pirate focused on buffing pirates, looting and stealing.
They kinda had a zombie-ish themes deck in the same cycle as Freyalise, although I think zombies are likely, what with the link to new standard players from the in-vogue deck and truibal support in Amonkhet and the SOI sets.
I think if they were to do something like Merfolk, it would have to be either Azorius, Dimir or Esper because of the Lorwyn/Shadowmoor tribes. Kithkin/Soldier would be cool IMO and I'd love to see a jund themed Dragons deck, with Karrthus as the reprinted commander for the deck.
Too add to the zombie thing, Ghoulcaller Gisa needs a reprint. Even if the deck might be Dimir or Grixis, she's a great token generator.
I'd like to see Rhys the Redeemed (mainly because I want a copy for myself), for an elf token brew also kinda goes thematically if the stick with a Lorwyn/Shadowmoor theme . Definitely not likely but Doubling Season would be hilariously reprinted there (hahaa.....not likely)

Well with the given information about these five new legends for the dragon deck, that leaves about nine new cards that would also go in the deck. Making a educated guess, each of the four will have five legends, one of which may not belong to that tribe at all but serve as a support for that tribe. The "face" of the deck, aka The Ur-Dragon, will have Eminence. With the way its worded though, Eminence might vary from tribe to tribe.
Why would O-Kagachi be a Dragon Spirit as opposed to a Hydra Spirit?
There is a cycle of Dragon Spirits in Kamigawa, in line with the Shinto source material which inspired Kamigawa. Hydra is more suited for Theros and Zendikar (which has elements of Greek Mythology before we got a plane for the theme) than Shinto World. Dragon Spirit for O-Kagachi is perfectly acceptable. Just Spirit was too.
Looks like the developers are investing in Lore category this time around, perhaps it is possible to guess the decks by "Who's missing"? They have been printing more legends in recent blocks, unlike in the past where they did so sparsely.
Characters from Brothers' War would mostly be artificers, wizards, soldiers, etc.
Characters from Phyrexian war have been out for a while except planeswalkers. What's the chance of having a "planeswalker" deck? People are doing Gideon tribal in standard, so it's not impossible... Wanna bet Urza Planeswalker has a "sac all planeswalker" ultimate? I mean, he made a jerk move that almost costed Dominaria the war.
Characters from Ice Age would go across many categories, but they're mostly out during the block already, same with Jamuraa (Time Spiral helped also).

Don't forget that, had they adapted Orochi the way they should have (as an eight-headed serpent instead of the namesake of a four-armed snake race), he most likely would have been a Hydra. And O-Kagachi should just be a Spirit as far as I'm concerned. WUBRG I don't mind, but I would prefer that he work well with Spirits (particularly those with Channel and Soulshift) and Arcane spells.

The most iconic tribes (the 5 higher than goblins/zombies/elfs) they're not necessary locks either, although why unfortunate these would be a dream a perfect demon and angel tribal leaders has ben requested for years. Kaalia just doesn't cut it.
But demons and angels did get a enormous possiblity though because iconic masters was a excuse for them not making and since these leaks are very very likely real that reason is now in the trash.
And yes sphinx could be the unexspected tribe but there are other popular choices for that one, plus they are only 40 sphinxes ever printed.
So likely for the exspected we got dragons/demons/angels (as a matter of fact kaalia was a very popular because of those 3 tribes working together.)

If this is true (which is seems likely at this point) it would almost completely rule out slivers unless they are going to make two 5 color decks.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Characters from Phyrexian war have been out for a while except planeswalkers. What's the chance of having a "planeswalker" deck? People are doing Gideon tribal in standard, so it's not impossible...
Characters from Ice Age would go across many categories, but they're mostly out during the block already, same with Jamuraa (Time Spiral helped also).

Unfortunately, if they went dragons that means we probably got Angels, Demons, and Sphynx. We wont know until the real spoilers get released, though.

The most iconic tribes (the 5 higher than goblins/zombies/elfs) they're not necessary locks either, although why unfortunate these would be a dream a perfect demon and angel tribal leaders has ben requested for years. Kaalia just doesn't cut it.
But demons and angels did get a enormous possiblity though because iconic masters was a excuse for them not making and since these leaks are very very likely real that reason is now in the trash.
And yes sphinx could be the unexspected tribe but there are other popular choices for that one, plus they are only 40 sphinxes ever printed.
So likely for the exspected we got dragons/demons/angels (as a matter of fact kaalia was a very popular because of those 3 tribes working together.)
