Eminence - If ~ is in your command zone or on the battlefield, whenever a wizard enters the battlefield, you may cast an instant or sorcery card in your graveyard with converted mana cost X or less without paying its mana cost, where X is the number of wizard you control. If that card would be put into your graveyard this turn, exile it instead.
When ~ enters the battlefield, it deals damage equal to the number of instant and sorcery in your graveyard, divided as you choose, amongst any number of creatures and/or players.
What if it only applied to the first noncreature spell you cast each turn?
As for Edgar Markov, I'm thinking his Eminence ability could be either the Rakish Heir ability or a lifegain trigger that puts +1/+1 counters on your Vampires. Though if he's Mardu, he might go more aggro like Gleam of Battle. Or he grants Vampires haste. It doesn't always have to be a global effect, Arahbo only affects one Cat at a time.
Say, what if Edgar grants an extra combat phase for attacking with one or more Vampires?

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. I really hope that we don't get Nekusar and Jeleva in a Grixis Wizard deck... I mean, they were printed together in 2013, no? Given the Vampire deck, I expect Jeleva. I do not expect Nekusar.
I'm really hoping that if there is a reprint commander for this,
it's Marchesa, the Black Rose (who is oddly a Wizard instead of an Assassin or Rogue).
She seems like the best pre-existing commander for a deck like this,
allowing you to reuse cards like Daring Apprentice or Goblin Flectomancer.

What cardless characters could we see that are Wizards? I'd love Choryu, Jenrik, possibly Callaphe?
This question is important for a number of reasons, but mainly because I can't honestly think of one wizard who has been mentioned in recent magic lore that hasnt gotten a card. Dragons was easy, we got the cat dragon brought up in Shards block, Tiagrim from Khans block and Ur-Dragon from Time Spiral. We don't know about cats yet, but in theory Vampires are getting Edgar and probably one or more of the other Innistrad leaders or a new version of Baron Sengir. Wizards...I can't think of a single Grixis Wizard who hasn't been printed or who isn't a planeswalker.

What evidence do we have that the Wizard deck would be Grixis and not Esper? I know that there are a lot of Red Wizards, but then there's also a lot of White wizards (Saruman and Gandalf Spring // Mind </rimshot>). Particularly in Azorius colors.
I guess it depends on the focus of the deck. The more control-oriented it is, the more likely it would have White and not Red... I would also point out that if her name is indeed Inara, Arcane Ritualist, rituals fit far better in White than in Red, all else being equal.
Let's try this=
Arcan-=has had to do with spell casting, card drawing, and/or creature targeting. Mostly blue (8/13, 4 colorless, 1 red)
Ritual-= historically predominantly white/black (red/green tie for next colors, blue shared one with black). Rituals tend to deal with continuance, be it land/mana related or some cyclical recursion (like regrowthish things to arcane splicing)
...Arcane from Kamigawa, good point: No way to narrow color here on closer inspection.
I searched the name "Inara" on this site's wiki and another and came up with squat.
One thing I would like to play with is where she is from in a planar sense. It seems far easier to assert where she is NOT from rather than the precise one that she is by her picture: Mirrodin

I'm on the fence about Innistrad, because there were a lot of Cult things going on, but that was more cleric-y than wizard-y in my book, though I could be remembering it wrong.
Actually, I think I've been going about this all wrong. 2016 commander had commanders from all the recent planes INCLUDING Kaladesh, which was the new and current one at the time. Considering what has been spoiled so far, could Inara be from Ixalan?
From a Planar perspective, her art seems to scream Dimir to me.
I am hoping that she is a Wizard from Vesuva, though, and thus ties into Dominaria. Wouldn't it be awesome if she's a 'spell cloner'? Like every spell you cast turns into a specific spell that you exile/whatever and sort of Imprint on her?
Ugh, Grixis. Is Azorious getting any tools this time around? I'm guessing maybe in the Dragon deck, but otherwise completely crippled/ignored?
Hopefully there are a few decent mono-blue cards or reprints in the Wizards precon.
