I wonder if they will do a Kaalia type commander or maybe cards like the Shadowmoor duo cards, but maybe with different creature types instead of classes and could care about each type. I suppose they could have a full on elf deck or something, but since they make alternative commanders for each deck I think they will either have the decks provide type/class options or maybe several creature types. They could do a "undead" deck that could go zombie or vampire or something.
I doubt they'd do a sliver deck because sliver lords are WUBRG and I don't see them making three new legendary slivers

I could see this. They could easily blend some tribes together to form some interesting strategies.
Abzan fungus elves, lead by a three color Thelon of Havenwood. Yes please. Fungus all day, every day.
You get a spore counter, and you get a spore counter, and you get a spore counter, and you get a spore counter, you don't get anything because you produce saprolings every upkeep anyway.... And you get a spore counter... So may counters! Add Proliferate and Populate for added fun.
Spiders - Because everyone secretly wants that GBR Spider.
I am still a little disappointed that the people at WotC didn't realize we wanted a Jund colored spider legend, not a Golgari one. Ishkana is nice, but it wasn't what we wanted. Still, we should have been clearer when we communicated the desire to WotC.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
I think it can be something more broad like warriors, soldiers, wizards, clerics and the more unexpected ones could be shamans or rogues. With these they can also support other tribes, such as with warriors you can have humans, vampires, elves, goblins and so on. There are usually 4 legendary creatures per deck, they can make one for each of those tribes for example, the main commander can be human warrior WBRG with the others being a WBR vampire warrior, WBG elf warrior and a BRG goblin warrior.
I especially think rogues would be interesting as people can have both merfolk and faerie support. The can make a cleric that tutors for demons and angels giving them some support as well.
Yeah, the announcement never said "four tribes", just that it would consist of four decks featuring "some of the most popular tribes". Question is, which races would be mixed with which classes? I could see a two-class set up, like WB Knights and Clerics and RG Warriors and Shamans. Essentially, four pairs of fighters and mages.
I want so bad for C17 to include more Partner legends, but given the two-year schedule market research and implementation work by, we will probably have to wait for C18 before we get more Partners. I wouldn't mind making them a regular or semi-regular feature of the product, even if it means reprinting some now and then.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Oh my God please let one of these decks be Slivers!!!
That's what my heart screams for, my head thinks the mana base for it would be simply too stretched out for it to happen.
But PDS was a five colored deck, and the Shandalar Slivers did set the precedence that Slivers can be favored/skewered in two to three colors with very little presence in the rest of the color pie.
I am still a little disappointed that the people at WotC didn't realize we wanted a Jund colored spider legend, not a Golgari one. Ishkana is nice, but it wasn't what we wanted. Still, we should have been clearer when we communicated the desire to WotC.
I actually want a Naya spider, but I figure we will get more B spiders in the future than W ones.
But PDS was a five colored deck, and the Shandalar Slivers did set the precedence that Slivers can be favored/skewered in two to three colors with very little presence in the rest of the color pie.
Ugh, Shandalar Silvers are something I don't want to see again. Even they got a WUBRG legend though. They won't make a two or three color sliver legend.
The article specifically said FOUR most popular tribes, which I imagine would be Elves, Goblins, Zombies, and Sliver, but they never said anything about most popular "EDH" tribal...
Because it's not color wheel, they might be multi-colors as in Apocalypse (etc) expansions. Elves can be Sultai, for example, and Goblin can be Mardu, Zombie can be Esper.
Then again, if they want to sell base on popularity, they'd avoid race and go for CLASS of these creatures, like soldiers, wizards, cleric, i.e., back to Onslaught.
My thoughts exactly. If they're smart about it, that is what they'll do.
My predictions:
WUB zombies/spirits is a good place to start. Maro hinted that they recognized that Amonkhet would cause demand for a WUB zombie lord, but they couldn't fit it in the block. This seems like the perfect solution. (If we don't get two tribes per deck, I still fully expect a WUB zombie deck.)
WBG elves/treefolk might happen as there is some overlap between the two tribes from Lorwyn. We also are lacking a WBG elf Commander despite those being the three main elf colors. I could also see it being elementals instead of treefolk, as there is overlap there too, but it might not be Abzan. Anywhere from mono-green to five color could work.
BGU snakes/naga would be a great way to apologize to all the snake fans they've pissed off recently, while appealing to naga fans as well. Sidisi could be the reprint general. This is less likely than the other two, but still possible. It would qualify as the unexpected one.
Other than that I think we will see race/class combos. Merfolk and wizards, goblins and warriors, etc.
What if there will be more partners? For example, WUB zombies/spirits could have one WUB legend that's a lord for both, one WU spirit tribal legend with partner, and one UB zombie tribal legend with partner. They could add a WB partner legend for more options, too. This would let people who want to play just one of the two tribes still get the chance.
Edit: Everyone asking for slivers, please stop. This should be an opportunity to give tribal support and/or commanders in the correct color cominations for the first time. Slivers have several WUBRG legends already plus tons of tribal support. I would be hugely dissapointed if they wasted a spot in this set on more sliver tribal.
Incoming Lorwyn block reprints? It seems plausible as those sets had some good tribal support. Kithkin would be an interesting change of pace. Goblins seem unavoidable.
