Or you just ramp into it like a normal player would. Either way it looks expensive but with appropriate Mana ramp you can get this out fairly early.
That happens to be my area of expertise. The magic mana cost is 7: assuming you hit all your land drops (untapped), you can cast a 7-mana spell on turn 4 with the aid of Lotus Bloom suspended on turn 1 or Wargate/Whir of Invention-ed in on turn 3. This card unfortunately costs one more mana than the magic mana cost.
Now I know the at least 2 of the bulk rares that I will be cracking open in my Bundle Pack. This piece of hot garbage is virtually a guarantee.

Everyone runs Tier 1 Commander Lists now, and no one should run great ramp otherwise. Nothing above 5 mana. And occasionally losing 2 HP in a 40 life format is terrible. No one plays cards like Phyrexian Arena, either, because the life loss just adds up. I didn't get the memo. It's terrible. Awful. This guy completely ruined my point. I wish more folks followed this approach. I enjoy the competitive(ish) games too, but my local meta has perhaps swung too far in that direction. (Competitiveish, as nobody here quite achieves cEDH. Some come close.)
Seems like goofy fun for EDH. You can Capsize or Cyclonic Rift so no issues on my end at least.

That's fine in a ramp deck in EDH. That said, I'm probably won't put it in my commander cube, because Sneak and Show generals can't use it and ramp decks don't lack for stompy stuff to waste mana on.
It's definitely a card that does enough work for EDH, though.

I like that it's a wincon in addition to the one-sided Moat for flyers. Though yeah, it's probably not going to be played outside of EDH. Maybe limited.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
What makes me hopeful about its limited potential is the amount of ramp we've seen in this set. It's decent! A properly drafted deck might be able to use it...
