What's that, you say? You are playing Mardu Vehicles, you say? It would certainly be a shame if I took away all your Heart of Kiran on turn 3 then all of your Gideons on turn 4 (or reverse those--planeswalker on 3 then vehicle on turn 4). Either way, at that point I almost feel sorry for you. Almost.
And that my friend is why net decking is the devil. I would have found it hilarious if they made the card specifically do damage if the artifact was a vehicle as well.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
its neat, i guess. i get a little tired of seeing this effect every single block. this one might see some play but like the others i doubt it'll be a major game changer
That's what Dissenter's Deliverance is for. Not every answer has to be an answer to every threat. If all we ever got was Counterspell, Erase, Smelt, and Vindicate, control would get boring pretty fast (or faster, rather).
This is a flexible extract that removes the exact card you don't want in your opponent's library, which is plenty frustrating to deal with. No, it's not going to see a lot of play in Commander, but Standard can and most likely will use it as a means of removing the most threatening cards from opponents' decks, including Gideon and Felidar Guardian.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

It says artifact card, not any card. This can't hit Gideon or Felidar Guardian.
Hmm, quite right. This was designed specifically to deal with artifacts. Well, still hits Heart of Kiran at least. And it can also get rid of pesky artifacts like Darksteel Forge and Platinum Angel.
