Strictly better than Inspiration (unless you're looking to make your opponent draw cards) which was already playable. Cycling makes this good at all stages of the game. Really just nothing bad to say about this one.
The U cycle cost makes this a very useful card. It's also a prime target for Gearhulk. Cycle thisnthem play hulk to have a 5/6 and draw 3 cards 😆

hrm....that's good advice. I haven't been impressed by the blue spoilers so far except for serpent and the sphinxsiblings. I had really good results using UG for Kaladesh and UB for Aether Revolt, though.
I think in a control deck that actually cares about the cycle synergies, this will replace glimmer outright, and decks that care about energy will still play glimmer. Outside of that, It'll probably be a split.
It kind of amazed me for a moment that this is really the first of its kind. I agree with everyone that it is a card of quality and I look forward to trying it in multiple roles.
This is a great draw spell for Pauper. A bit overcosted, but the flexibility of being able to cycle it early more than makes up for it. Glad they didn't mindlessly make it a Sorcery. Overall A+.
This is one of the most clever designs I've seen in a while, you can either use it to well...cycle through your deck or hold on to it for a bit of CA in the late game. An amazingly solid common for Limited, and maybe a supplemental draw spell for Standard.

Think Twice is better in most situations where you want to play blue control, I think.
The good thing about Think Twice is that it can hold up mana to remove a creature, or think first, and then hold up mana to remove a creature, and then think second, and that second and third turn card draw is crucial for hitting your land drops. This only ensures card draw once to keep your land drops going which is probably worse. But it's real close, actually. This card is solid and may be the better play in certain decks.
