Now this is a card with some serious potential, anti-discard card with the ability to abuse with self discard effects (especially Wheel of Fortune variants). Not sure if it'll actually get anywhere but it's always nice to have something interesting like this come along.
I do hate the wording for dummies that keeps appearing though - cycled or discarded (as well as cycles or discards) is a waste of text because unless they've reworked things cycling is an effect that discards a card. It's basically saying if something is discarded (specifically through cycling) or discarded (through any effect).
Lulzy as hell in Commander Ad Nauseam, discard all your crap to Skirge Familiar for a ton of black, use two of the black to get everything back, get MORE black and Exsanguinate or whatever for a TON of damaage. Haha, so fun!
Also, you can use Forbid with buyback and play this off Isochron Scepter for nooooo card loss! Hilarious!
Use Circular Logic to counter even more stuff, whee!
The "Crazy One", playing casual magic and occasionally dipping his toes into regular play since 1994.
Currently focusing on Pre-Modern (Mono-Black Discard Control) and Modern (Azorious Control, Temur Rhinos).

I've seen cards that does this already, also these usually have only one shot, but since it's a instant and two isochron sceptor goes nicely with it. Heck throw in paradox engine
The fact it follows the template of cycle or discard means it's far more versatile.
uhhhh, what? Discarding is part of Cycling. The cycling language is just there as basically reminder text, as it has no functional difference from a card that just said "all cards you discarded".

Could have gone the other way though and ignored non-cyclung discard. The tenolating is still overly verbose but I get the original commenter's point.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

I know right? Maybe it's a template for new players...but it's totally unnecessary gameplay wise. The thing is cycling explains itself so are we really in need of redundant explanations?
You sir are a gentleman and a scholar. I can't wait till I can play my bicycle land out, thus making me heckbent, while I have Nessie on the field. You know, so I can attack with my Pervert.
Play this turn 3 after cycling some street wraiths to make your shadow of death even beefier. Sounds pretty funny. I do think it's probably too narrow to use but with cheap cycling costs it basically becomes a draw spell. Interesting design.
Too quick for me, Lou.
That... that's a card... I suspect it's got a million broken applications just on the discard side (e.g. Wheel of Fortune becomes 3BR: Cycle your opponents' hands and draw 7").
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Turn 1, Flameblade Adept, Turn 2, Noose Constrictor, Turn 3, swing with both, after declaring blockers discard all but one card to Constrictor, then cast Shadow of the Grave, putting them all back into your hand, discard them all again. Both of your creature now have either +8 power, or +10, depending if you are on the play or draw. You either deal 18 damage or 22 damage on turn three.

This is... Quite impressive! I was thinking of making some kind of Jund Burn Discard deck but maybe we can come up with a something more midrange? Deck will def be mana intensive if we go that route. Maybe RB, with a splash of G for Constrictor and ramp?
This feels like one of those cards that may have no combos at all right now, but in 5 years there may be something that could break this thing. This is one of those cards that, if there are no viable combos now, you still want to get as many of them as you can as cheaply as you can, just for the possibility that some random card in like 5 years will break this thing.
For Frontier; I'm thinking I can run this with the Seasons Past deck that made a brief showing. Tailor it with a decent control / removal package and some useful cycling cards to speed up early game plays and dig for what you need. There was that one black card, Dark Deal? That's kinda useful with Shadow of the Grave. This card & Seasons Past are there to just restock you with all of your cards again and again.

As mentioned before, Seismic Assault decks might have just gotten a new tech that could make them strong again.

This card plays so nicely with some of my favorite under-used cards of Magic past. The Johnny in me is super excited right now.

On the "nice" side of things, Wild Mongrel becomes a Maro with +2/+2 (and Illusionist's Bracers makes it the Masu variety of Maro) for only 1G.
