It should have flash! Jk. For an uncommon beater in decks that run a lot of counters or burn, that's not a bad card, as was stated earlier, you will often be casting it for 2 blue mana later on, which is a very good deal for spell slinging decks.
There's a lot of cheap undercosted stuff in Standard capable of supporting a tempo pile, last I recall. Whether it does anything in the face of the CopyCat meta is a different question entirely, but it's nice to see more cost reduction experiments.

Seriously, it really seems that you're one of the few people here who understand how powerful sticking ETB abilities on lands truly is.
The blue serpent plays well in Bedlam Reveler builds. Cathartic Reunion can really fuel thisnout quickly. And being immune to Fatal Push is always great. Unlike delve you can cast multiples of these in successive turns.

it's not a bad card, but it's certainly not particularly mind-blowing
blue cards of that nature need some sort of protection or evasion to make it truly useful

There are a lot of decks in Legacy where a free ping to a creature on a land drop would be better than Wasteland.
