Many times has a writer in Wizards said so, because of the plain and simple fact that it's too powerful for what it costs. x/3 creatures shouldn't be able to die at instant speed for one mana without a signifigant drawback. (like PTE giving you a land)
I absolutely guarantee that LB will not be printed in M10, and you can quote me on that.

It gives the name as "驚天 // 動地"... anyone have a better idea what that means? Google Translate gives "Surprising weather // Incoming land", which is not very helpful...
Edit: Apparently 驚天動地 is a set phrase in Chinese (and presumably Japanese as well), meaning "world-shaking". So this is probably not very helpful, as the Japanese translation could just be quite different from the English, to make sure it forms a set phrase in Japanese too.
Edit: Going by the picture, maybe it's something to Impact? Time to Impact, maybe? Doesn't fit the first half very well, but I can't think of what else goes with Impact. Can anyone think of anything better?
It's an instant/sorcery so even if you're not playing red you can just pitch it to the graveyard for G (X=0) and you're halfway to delirium.
But yeah, in general these aftermath cards are really lackluster. It seems that development was really paranoid about accidentally printing something broken so they played it safe. At least the obvious developmental concerns will probably prevent the mechanic from returning (which is kind of a shame, because I liked this mechanic on paper).
Hm, the filename is "Heaven_JP.png". So, "Heaven" to... something? Heaven to Earth, maybe? I can't think of much else. "Heaven to Hell" makes less sense here, and it's certainly not something like "Heavens to Betsy", so...
Edit: It's totally Heaven // Earth. Check out the page's source code, it has the full English text. Presumably there's supposed to be some way to get the page to display in English, as it has English alternatives for lots of things, but I can't find it...

And can people stop whining about the costing of these cards? This one's really powerful in that it lets you choose to hit fliers first, and then you can hit the rest when you're sufficiently prepared.
The Japanese (and Chinese presumably) are using set 4-character idioms the way we are using X to Y idioms in English. As a result, the chance of overlapping meaning is very slim. Do not expect things to translate nicely. The two character pairs actually sound almost like gibberish until you realize they all go together (many 4-character idioms are actually sentences with most of the words removed).
This is probably my favorite Aftermath card spoiled so far. It feels very flexible, since you always have the option to throw it into the graveyard for G against flyer-light decks. The added versatility is well worth losing Hurricane's ability to hit players and Magmaquake's instant speed and ability to hit planeswalkers. Firespout saw a bunch of play back when it was in standard, and this will, too.
There are more non-fliers than fliers and an earthquake you get for free by looting or milling is already quite strong.
That said, I wish they'd push red control harder.
This is not Savage Twister, but it's closer to Crux of Fate, so you can theoretically sculpt a board state where you destroy everything that isn't yours. I suppose it helps that Red-Green is the color combo with the fewest fliers, meaning it can theoretically get the 1-sided removal effect more consistently before nuking everything else. And I guess Red-Green is the combo with the biggest creatures, so that helps too?
You can also always cast the top half for G to bin it, but that double red does pinch.
Most of the time, Firespout is better. The only plus side is Heaven is an instant. How many significant flyers there'll be other than Heart I'm unsure.
You guys must be kidding, or you have never heard of the word "card advantage".
Your paying the regular cost for a slightly different (sometimes better, sometimes worse) Hurricane. Then you get to cast the Earthquake Variant FOR FREE. I feel like most people on this side really don't get this principle. Neither Nessian Curser nor Hill Giant are great cards, but Call of the Herd was a monster! Look at Devil's Play. Front side is a slightly weaker FIreball for the regular cost, backside is overcosted. Still it's a great card. Pretty much all of these Aftermath cards so far are totally on par with what we know from flashback and the like, and yet, they are still complaining on every card.
You can tell me these are ugly as hell, but certainly not bad. You win games based on card advantage people.
That would be true if it actually would make "real" card advantage.
In the end, you pay mana for 2 spells that could be 1, so its just like you argue that playing 3 Shock is card advantage, while someone else will argue, you could just play 2 Lightning Bolt and archive the same (which is just superior).

If you want a card to kill flyers, you probably dont need the other half at all (or it will hurt yourself more).
And if you want the half that kills non-flyers, you still have to get it in your graveyard first. Which ever is a terrible deal.
Anyway, if the format asks for a spell that does this, you will play it, but its still a pretty bad card as it is.
Nice extra is at least that you get Instant/Sorcery with 1 card, if you care for Delirium.

Right now Call of the Herd is pretty bad as a 3/3 is just not worth it to be played in constructed for that manacost.
Back in the time, a 3/3 was much more valuable, as the format had a tremendous amount of 2 damage removal (Grim Lavamancer, Pyroclasmn, Firebolt, Lightning Rift, Morph creatures) , and decks like Madness could work with it in their curves and produce more action.
But right now, the standards are higher what makes a good card for constructed, simply because planeswalkers are a source of inherent card advantage.

still, flashback cards are never completely "bad" as you get at least 2 potential effects out of them.
But if that effect actually matters, well that depends a lot on the format and if a deck can further abuse the effect.
A direct compare to this card right now would probably be Kozilek's Return , which is much more pushed and even that doesnt really deliver enough punch in the current format (which is plagued by Gideon, Vehicles and recurring Scap, together with Avacyn and enormous +1/+1 creature stacks).
