This is very playable. The 3cmc mana leak is not great, but will be active a good part of the game. That coupled with the fact that you can counter their t3 or 4 play (depending on play or draw) and then un-tap to Mistbind Clique them which is pretty much a Time walk, makes this solid.
I get the feeling that Wizards is wanting to redefine blue control decks in a manner that's a semblance of its former self but one that new players feel is more "fun"; however that term may be applied. I say that because it feels like the different blue stuff we've been seeing is coming out in a hunt-and-peck style that is searching for an answer that is unknown.

I have no concrete reason for saying that. It's just how I feel about control these days: They don't like how it used to be, and they are working on building a new variant of it.

Aside from invocations, one of the better counterspells of the set I will say. Also that Rubble spell is not half bad at all and makes me hope they keep pushing that mechanic for red.

This seems accurate. They really want 2 mana to be "situational", forcing Blue to have the right solution to the right threat, while 3 mana is a hard "nope". They're having trouble finding the balance, however - Silumgar's Scorn proved pretty good because it could be hard counter, while Revolutionary Rebuff is nigh-unplayable. At 3, Dissolve and Void Shatter aren't enough of a boost over Cancel to be playable, but Disallow seems like it is in the right place. Lots of experimentation.

Hey, I kinda like it. This is actually an interesting counterspell. At three mana, it isn't exquisite, but the upside is a lot more interesting than it usually is.

I think the better comparison would be a red mini-Exhaustion, since neither Rubble nor Exhaustion actually tap the lands down (and both are sorcery speed). Still, a fine card. I'd be quite surprised if this saw play in Modern, but I'd be happy to play this in standard if the right deck pops up for it. Maybe alongside Fevered Visions, since that deck is all about tempo? It seems like there could be a pretty decent list that could be built for UR Fevered Prowess deck (including stuff like soul-scar mage, baral, thermo-alchemist, storm chaser mage, etc) A normal control deck wouldn't find the tempo play of "keep some lands tapped" to be particularly exciting.
I think the first side to this could have been Convolute but I could still see this being pretty good early game. Stop your opponent's t3 play and keep them from doing anything again on their turn 4.
Also, I wish Rubble actually tapped the lands first instead of waiting for them to be tapped already.

This single-handedly made me want to make Grixis Control. That time walk is nasty. T3 counter your opponent's spell, Turn 4 Baral, Chief of Compliance and Rubble their land. You're way ahead at that point. Or T2 Baral, T3 leave up counter magic, T4 Rubble and leave UU up. Go way ahead at that point. Imagine discarding one and just time-walking your opponent multiple times.

To be fair Revolutionary Rebuff is nigh-unplayable because it can't hit artifact spells, which accounts for a majority of the heavy hitters in most decks.

Seriously, even if you just discarded this with Tormenting Voice or Cathartic Reunion, that Rubble side is a time walk early game.
