This card is a huge deal for Blue-based control. As good as chain Glimmer of Genius from Torrential Gearhulk is, one of the issues with control in standard is that it has to keep mana up to react, and it has to generally go one-for-one on removal and trades as there are very few powerful and efficient sweepers. They need a strong instant-speed reload, and it sucks that they always have to spend Gearhulk on a Glimmer if they want to really pull ahead.
At instant speed, this is an amazing turn 6+ play if opponent does nothing relevant on their turn - tap out, draw 4 discard 1. As noted discarding isn't even the worst if you are playing a heavy discard theme deck with madness, delirium, embalm, aftermath, or the "when you discard" cards like Drake Haven and Archfiend of Ifnir.
In Commander it competes with Blue Sun's Zenith and Stroke of Genius which can target others and/or have more flexibility or a little bit of bonus trinket text, but there are certainly decks that can never have enough of this kind of effect. In Modern it probably isn't good enough considering that Sphinx's Revelation is not heavily played, but you never know. It is one full mana less than those cards even though it always comes out the same in terms of card advantage.

I think this is trash. The rate is only average, self targeting only, and forced discard. Blue might not get a better draw spell but this is still pretty sad. Instant is the only thing interesting here

I think you're right in that Glimmer is better, especially given Gearhulk synergy, but I would at least want one of these in addition.

Seriously, the reason why they're finally printing graveyard hate is not to "catch up" with delirium and Scrapheap Scrounger. It's because heavy use of the graveyard in Amonkhet is very powerful.
Aftermath and Embalm cards would lead to broken environments if not costly properly and if there weren't enough hate cards to balance them out.
The discard provision isn't a drawback if you know how to build a deck in Amonkhet Standard.

Granted, it's not flat-out strictly better, but scalability can be powerful. If theyre is going to be some kind of control deck in Standard, I can see this card getting played as a 1- or 2-of.
Great card, this is cube, standard and EDH worthy, might be an option for modern considering that the color/mana requirement is lower and if you draw enough with it, then the discard won't phase you.
I'm not saying it's bad, but we have to mindful of what is currently good in standard and what decks are currently present. 1 or 2 of these in a U/W Shell seems correct. That deck still want to play Glimmer guys/gals, it's more cost efficient and works better with Gearhulk. The 6cmc investment is a factor here, with deck building considerations I can see myself play 2 of these. The new counter which cycles (Which I'm not that high on but makes sense now with this card spoiled) allows us to have a draw/replace effect. If we make to T6-8 and draw this is like huge swing and drawing 6 cards and netting +5 is super good. Early on we don't want to see this card, it's a non bo with Gearhulk but maybe the U/W cycling deck doesn't want gearhulk (I find that very hard to believe or stomach) but I'm looking at from on curve perspective. When is this good? How many of these is ideal? How will the discard effect help me? If we are playing the Second Sun deck then pitching glimmer into my yard is a good play as well.
I don't think it's better than Glimmer, but it complements the draw suite of U. I just don't want to over hype it, however, the new force spike effect makes perfect sense with:
People are seriously saying a Stroke of Genius that costs 1 less and discards a card in a format with heavy graveyard/discard synergies is bad?
And this is why I love spoiler season, card evaluation skills are a sight to behold.

Is this a troll? Guess what sphinx for four mana was a terrible card too, obviously the value comes from casting it for four or more. Card is literally sphinx that trades life for a touch of selection, not as good but will 100% see play.
NO it's not, I didn't want to over react to the card, and I also don't want to say this is going to be the card that makes reactive blue a deck again in standard. Maybe this helps the U/W arch type become an actual deck that can compete with Saheeli and Mardu. OR maybe Saheeli just jams this into thie 75 to ensure that they have gas mid to late game.
It'll see play, but now there's the glimmer vs Pull fro Tomorrow. If they can be in the same deck that's fine too.
