It's not strictly worse- the cycling cost is cheaper. Slightly worse in general though.
No, it's significantly worse. Its usefulness as a counter trumps its cycling value, and paying 1 is soooooooo much worse than paying 2. It's overall just so much easier to hold up 1 mana than it is to hold up 2 mana. The only reason people will play this in Standard is because of how weak the current counterspell package is. I doubt this sees a lick of Modern play where Miscalculation would've seen a ton of Modern play.
I honestly wouldn't have minded Miscalculation for UU, or better yet, this card for UU that counters unless its controller pays 2 with cycling for U. But this is just feels bad. It's rubbing salt in the wound.

Which is the impression I'm getting off of these cycle cards in general. Like someone at wotc just slapped an extra coloress on the mc and called it a day. Like this blue card is the unwanted child of force spike and miscalculation which are both commons by the way.

How many people ever played around Silumgar's Scorns Force Spike ability? Not many I would wager. This counters a lot early haymakers control has had troubles with in recent years (turn 4 Gideon for example) for only two mana and you can exchange it for another card at the best possible rate.
People tried to make Revolutionary Rebuff work and this, I feel, is way batter at that card was trying to accomplish since you can just cycle it once you don't need it.

If they play around this, you can just cycle this or something else instead of casting it. People will try this, and whether it is good will depend on what's around and against it.

As they should be. You can't just add cycling to cards that are already quite good. Cycling adds value- the rest of the card loses it in turn.
If they played around it you're already on the back foot and drawing a random card from off the top, so your play was basically cantripping in response to a resolved Goyf (for example) on T3. You also likely fed the Goyf too.
No reason in the universe to play this over Mana Leak. I'd rather have something effective for more possible plays than a hopelessly narrow response you have to pay to get rid of.
The cycling should have been 0 and even then it would be dubious.
Are you actually telling me that you are rating new counterspells based on how well they deal with Tarmogoyf? By that metric every counter they've printed since Future Sight sucks, even Cryptic Command. Jokes aside, the card is mainly considered for Standard. I wouldn't be that surprised to see it pop up in Modern but I'm not betting on it.

It's a Standard staple. Blue needed exactly this, something concrete for the early game as well as staying relevant later. Not to mention the cycling synergies...I think U/W/x is shaping up to be a contender. This thing with Drake Haven...gravy.

Edit: Also, let's get real. The rules text actually says "U: Draw a card and put a 2/2 drake on the battlefield. You may do this only if you have a card named Drake Haven on the battlefield."
This is a really bad counterspell attached to a good cycling card. If the cycling deck is good this will see play, and it will occasionally get people, but it's not getting played to counter spells, it's being played to cycle.

That was pretty interesting. But dropping a warship on me is cheating. Take it back!
This is actually solid, i'm just unhappy because it's not Miscalculation.
As anyone who has actually played with Force Spike or Daze can tell you people end up tapping out a surprising amount of the time particularly early game and making someone pay 1 extra functions like a hard counter enough of the time to be playable (just think of Mardu, GB or CopyCat they want to curve and tap out at many different stages). Being able to cycle away for only U also means that once you get past that stage it will at least still be able to draw you a card.

Can't tell if sarcastic or not, but this is a terrible counterspell. Cycling for one blue is great for any card honestly, but unless you are going for synergy (Like Lili for creatures or Dark dwellers for Sorcery/Instants) it's going to be lackluster.

At first I thought "Okay, a worse Miscalculation, whatever" but then I saw that it's an uncommon and honestly hate this.
On the plus side, at uncommon we don't see it too often in limited. That's the best plus side I got.

For which format are you talking about?
Limited, at least. If I open this in my pool or draft it and am playing blue, I strongly consider running it until the first time my opponent sees it, and siding out thereafter.
