This is quite cute,
but I can't help but wonder how often that effect will matter
if you aren't running other "-1/-1 counters matter" cards.
It is really cool that Lightning Bolt, etc. can now lower a creature's power as well.
I think in Modern it matters a lot. Burn can run into problems with its creatures being outclassed early on by the likes of Goyf, Thought-Knot and Smasher, and can suffer from things like Finks trading and gaining the player life. This guy single handedly turns your burn spells into much more effective removal if the board starts to turn against you. Searing Blaze is especially spicy with this guy out.
I want to play with Weaver of Lightning with this card. Every Instant/Sorcery creates a -1/-1 counter on their guys.
As well as EE to charge the Dynavolt Tower so that you can -3/-3 some other creature and get rid of it. This card also creates new and ridiculous scenarios which could occur, such as when you cast Inner Struggle on Ulamog. No one in Modern is going to give up their Dismember but it would be trivial to get Harnessed Lightning to have pretty much the same effect for only 1 mana more.
Wow, another thing I just realized? This guy makes indestructible creatures irrelevant for red. There's not a huge number of these, mind you, but indestructible creatures was something red didn't have great tools to deal with before.

Yeah, this is what I think is best about this card.
I'm still not convinced bolting a creature that has more than 3 toughness is a great play,
but there could be situations where it is the best play.

Doesn't work; inner struggle has the creature deal damage to itself, and this card only works when sources you control deal the damage. It'll work if you Act of Treason Ulamog first, but that's getting a bit convoluted.

Also just realized this changes up Burn's sideboard plan a little too. Running Pyroclasm in the side to deal with things like Merfolk is far more relevant with this guy kicking around, particularly since he and Swiftspear will survive it and significantly weaken the enemy's board.

hrm...I see your point, yes. Then back to my first thought--Harnessed Lightning with 10 energy counters, which isn't that difficult to attain. (I had 34 energy last night when I won my last game, spending 20 to make the Aetherwind Basker lethal.)
Yep Modern Burn and Naya Burn get a new plaything. MB or SB? How many, 1 or 2? What gets bumped out if so?

Maybe in the 'board, but for RDW you generally don't want your burn spells and Grim Lavamancer activation going to creatures if it can be helped, and if it does go towards creatures you likely are outright killing them already. For raw damage the Prowess is nice but RDW has Goblin Guide and Monastery Swiftspear.
I could see this alongside Delver in a more tempo-y Grixis Delver shell that actually would want to aim its burn at creatures. And in Standard and Frontier it is insane.

Totally agree. I have been on Jeskai Delver/Prowess in modern since Geist and Delver were released. I'm hoping this guy helps jeskai delver take some of the Modern Delver Meta share back from Grixis.

You would have to first cast a skullcrack or similar card. Damage would no longer be prevented by Gideon's ability, then you would put -1/-1 counters since the soul-scar mage would change the way damage was dealt. Or if you block with a creature you could take off the loyalty counters due to normal combat damage.

I forgot the "prevent damage" phrase. But with what you shared, in the second option, can it be your choice to choose between one or the other? I feel like the first scenario would do so as well. Am I not seeing that clearly?

This is incorrect. This creature changes the result of damage, but gideon prevents damage entirely. Its similar to how wither works with fog effects.
