Oh, I don't know. Reflector Mage was Uncommon, but it was at Sorcery speed and didn't prevent ETB effects and other things.
This can save new Gideon from Abrupt Decay in Modern for a few turns.
There is also the possibility of using Comply by itself in a WB control deck that uses 'reveal and discard' cards to determine what to Comply. (You're milling yourself to get Comply in the GY.)
I feel like the names of these new split cards are a bit clunky. With cards like Far//Away, the "and" is implied, but the "to" in failure to comply and cut to ribbons is not. I feel it is poor design.
Its a two mana counter spell with Nevermore at one W attached. Seems rare is the right level.

maybe this is one of the reasons for Reflector Mage's ban. Since it was expected for BFZ to rotate but with rotations changes they thoughty that Reflector mage with this would be far too opressive.

No I think this is fair and makes sense. That and that people didn't seem to like playing against it. I never really liked it, tbh.
By the by, I think Failure//Comply will be very good. It's not quite Remand, but it's not strictly worse either. If you're a deck that wants to win the inevitable game, I think this card is an instant 4-of. It would probably be at its best with a Gitaxian Probe effect, but if you have an idea of what your opponent needs to play to get them back in the game, you shut it off for a turn. For one mana tacked onto a slightly worse Unsubstantiate, I think its pretty good.
So worse reflector mage or mostly worse spell queller? I don't understand the purpose of this card with those two existing ones. Also, another wasted rare slot.

Being able to curve Reflector Mage into Felidar Guardian probably was one of the reasons.
I read the title as "Failure to Comply - Magic Judge Borg spoiler".
On their own, the two cards are fine. Together, they could prove to be extremely annoying. We'll have to see how much Comply being a sorcery hinders the card.

Storm Crow is strictly worse than Seacoast Drake.

Yeah, that's... pretty good. OTOH, that card's prohibition isn't as strong as this one's in most circumstances, I think.
On the plus side, Failure to Comply counts as two Instants or Sorceries for things that care about such things.

Yeah. Plus, the back half of this card being sorcery speed really sucks if they just recast it right away.
