Looking at the art book pictures in the article, Oashra Cultivator looks like a green creature (maybe a mana dork or life gain?) while Spring // Mind (Spring to Mind) should be GU aftermath uncommon.
Cut/to/Ribbons is definitely a playable card: Cut does a good Roast impression, and can hit flyers. The back side is the means for a Burn deck to end a long game. Based on the spoilers, I think there is a good Black-Red Burn/Madness deck to be built in Amonkhet. At $5 each, I certainly made sure to preorder my playset of the red God.
Cut to Ribbons is two uncommon effects, where a lot of the others are two nerfed rare effects. It's an odd pairing, but Exsanguinate lite as its aftermath is decent. I think this is gonna be high tier in limited formats and decent in limited. Insult to Injury is solid, but I wish Insult was an instant so bad (again, though, like most things I've been saying that about, it would probably make the card pretty much flat busted). Rags to Riches is the "two knocked-down rares" variant (Languish + Blatant Thievery -- hell, Rags is worse than Infest), but still seems like it'll be decent for EDH.
I'll gladly take it because Cut to Ribbons is good.
After the recent article saying they made the split cards 'instant to sorcery' which makes them work well with Delirium, I find it odd we're now getting 'sorcery to sorcery' cards. I found the former more interesting, as it adds an additional tactical element (to use both for combat purposes in the same turn, you'd have to cast the instant at sorcery-speed, which makes some cards very different).
I can't explain their reasoning, but apparently wizards associates the two: ribbons of night.
That's because those are ribbons of night. Anything 'of night' sounds threatening. You also wouldn't expect a chime to kill your creatures, but a chime of night is a whole different story.
It also costs 5UU instead of 4UUU which can be a significant difference, but more importantly: You cannot cast Blatant Thievery from your graveyard (without assistance). This one's definitely going into my UB self-mill deck; the 'Rags' part is irrelevant if I get an almost-Blatant Thievery for milling this card into my graveyard or discarding it to a draw X, discard Y spell.
On the other hand, Blatant Thievery steals permanents, not just creatures, so it can also do a lot more than Riches.
Rags to Riches makes sense. You cut the chaff of 2 toughness creatures with Rags. Then when you cast Riches, each opponent has to give you one of their creatures that didn't die to Rags.
Am I missing something? Does insult seriously double damage on everything you do for a turn. How is this costed at 3 it's mind boggling. I want to play this t4 after dropping mini Aurelia turn 3.
These all seem pretty bad to me even in EDH. Whilst I understand how powerful Rags would have been if it were Languish, a more expensive rare shifted Infest seems like a kick in the teeth and then to staple the mediocre Riches seems to make it worse. In Limited they will just give you their smallest creature or token and in EDH you're at best getting a token. Cut is more expensive Flame Slash at rare and Ribbons is dull but perhaps could be ok in limited as a late game finisher?
The only one that could hold any promise is Insult / Injury as double damage is good at 3 and chaining both together at 6 seems like it could be a thing.
Also, Cut to Ribbons is a phrase that is used in a similar way to shredded.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Interesting. Looking forward to see what the rest of the names are. I have no problem with Cut to Ribbons (by the way, Wizards are probably going to refer to those cards with the "to" - as last Card of the Day was "Onward to Victory).
Though, Rip to Shreds would probably work better.

Both Insult//Injury and Cut//Ribbons seem quite useful. RB is getting some goodies in this expansion. Doubling damage can win a game outright and the Injury part is...well, serviceable. Cut//Ribbons is very versatile, aggro decks can use the Cut part to push creatures through for just a couple of mana, and then hit you for 2 or 3 life to close the game, control decks can benefit even more from it, Grixis Control (I think with Bolas being so important in this block they will make cards geared towards a Grixis control deck to match his colors) can let it sit in the yard until they can tap out and make you lose 5+ life, not bad at all.
Cut to Ribbons is awesome. BR control might be a thing.

In case I didn't tell you, I don't care about your opinion I just want your facts. And not the facts that make you seem smart. I want the ones that are actual facts.

I'll gladly take it because Cut to Ribbons is good.
The only reason it's worse is opponents could get tokens out before you cast the riches half.
This is the real problem here. We now have cards named:
Dusk
Dawn
Insult
Injury
Destined
Lead
Onward
Victory
Prepare
Fight
Rags
Riches
Cut
Ribbons
One of these sounds a tad less impressive than the others. 'I cast Ribbons on you' does not sound like something that should kill me.

2. Cut/Ribbons seems the most dangerous one to me.
Staring down Ribbons in the graveyard vs aggro or burn seems like sad times.
T2: Keldon Marauders. 1 DMG to opponent. Attack for 2 DMG. Opponent 15 life.
T3: Insult. Attack for 10 DMG. Opponent 5 life.
T4: Keldon Marauders dies. 1 DMG to opponent. Attack for 2 DMG. Injury for 2 DMG to opponent. Opponent 0 life.
3 cards 20 dmg.
T1: Goblin Guide. Attack for 2 DMG. Opponent 18 life.
T2: Spike Jester. Attack for 5 DMG. Opponent 13 life.
T3: Insult. Attack for 10 DMG. Opponent 3 life.
Sometimes 17 DMG is enough.
