wow... the new card cost one mana less, the cycling is one mana less and the new card is a common, too... wow Rapid Decay looked like a Motel-T Ford and Scarab Feast is a Ford Mustang in a Cracker Jack Box.
This card and Watchers of the Dead give all the BFZ processors a lot of cards with which to work. Even with ingest creatures (which saw almost no play outside of Limited in BFZ) your opponents almost never have enough cards in exile to make those creatures worthwhile. Now they will.

Seems like a really good card. Might even want one or two in my modern sideboard, although I'm not sure I'd be willing to take out surgical extraction for it or what else I can afford to take out of my side. The effect at instant is just very solid and being able to cycle it when you don't need it is just fantastic.
Does that mean they will unban Emrakul in standard? Please say yes.
It may yet not get played in SB, so RBU zombies might still be viable, but it sure won't ever raise to tier-1 now.

The problem with Emrakul was never the Delirium decks that were playing it as it was meant to be played (BG Delirium was a good deck, but nowhere near overpowered), the problem was that it was being cheated out through Aetherworks Marvel, which is still the single most broken card in standard.
Seriously, cheating out a Ulamog instead of Emrakul is still a game winning exploit.

Completely agree. Aetherworks Marvel was their baby so they kept it. Not saying Squidly isn't broken but it was the Marvel that made it really stupid.

Only for one card, and for one type of card, at sorcery speed, while being dead versus control delirium decks. Shambles would be a good option in zombie token decks but not as an anti-delirium measure
