Internet Explorer doesn't exist anymore in Windows 10 (so all new PCs for the past year or so), Microsoft replaced in with a more modern, secure program with greater functionality called Edge. That is the Chrome/Firefox download utility you're all thinking of.
Also, gatherer comments and rating are needed for Gatherer Terrible formats. Bring them back.

Actually they didn't, they would just like you to think that they did - IE 11 is still around in Windows 10, Microsoft just hides it in the Windows Accessories folder.
Honestly I Just Miss MasterOfEtherium. His/Her Comments Left Me With A Feeling That Has Not Been Replicated Since. Sure, The Comments Left In Gatherer Were Oftentimes Helpful, Informative, Or Downright Funny, But MOE's Comments Were Truly A Sight To Behold, Due To Format And Content.
Oddly enough, gatherer has search features that magiccards.info doesn't, (and vice versa, I think) and so sometimes if a search isn't working right or I can't filter a certain way, I'll return to gatherer and it works fine for my needs.

Would it really add to gatherer at all? I think probably not. If people are looking for rules, it's there in plain English (or whatever language you read), you don't really need 100 people saying a card is playable or not.
I've personally found the card ratings helpful in building tribal decks.
Now, if only the Gatherer would also include FNM, Promos, Judge foil, Player rewards, FTV or PDS printings, or what-have-you alternative printings in the sets & legality links.
I could be I'm ignorant on the amount of work it takes to put back the Gatherer comment option, but it seems like it would only take 2-3 people to do all of that engineering work in a matter of weeks. Doesn't seem like much of WoTC resources would be needed for that.

Considering we don't know what broke, how extensive the damage was to the system, or how long it took WotC to start working on it, or even what kind of skill is necessary to fix the problems, and speculation about the time it would take them to fix it or how many people it would require would be utterly pointless.

There has been a change to the Gatherer comments that I think lends a lot of credence to their possible return to full functionality.
Card links within old gatherer comments have a mouseover popup that I do not recall ever being there before.
