Many times has a writer in Wizards said so, because of the plain and simple fact that it's too powerful for what it costs. x/3 creatures shouldn't be able to die at instant speed for one mana without a signifigant drawback. (like PTE giving you a land)

Emissary peaked near $2.25 when it was in Standard, but hasn't been above $1.50 since then, and has been under $1.00 for the past two years.
I'll be happy to pick up another playset for basically free though. Would like to keep my 8Whack together and build the Hidden Herbalists-inspired Revolt-Superion deck I've been working on, and I hate it when my one playset of a card is wanted by two decks at the same time.
