I like how the Expertise lets you throw out an extra creature from your hand to crew the Vehicle you borrow.
As for Kari herself...first strike and menace are both kind of weird on a 1-power creature, but she still attacks for 3 power, with 4 toughness, across 2 bodies, that require 3 creatures to fully block, for 2 mana. That's...efficient.
Ragavan's also a pretty easy way to trigger Revolt.

Super solid aggro legend - you are attacking for 3 on turn 3 across two bodies that need three blockers. One of the bodies is a throw-away; the other has 3 toughness and First Strike to snipe tokens. Add an anthem or mass-pump and yikes.
Her Expertise is probably the second-least good of the bunch, but "second least-good Expertise" is still a very strong card. This is going to let red decks really pile on the pain; the problem with Act of Treason effects I find is that you're trading a lot of tempo for damage and this effectively is just costing you R as long as you have a creature or good spell to toss out with it. That's before we consider some sort of U/R delver/Kiln Fiend deck using this to toss out Wheel of Fate and Ancestral Vision.

A sky-pirate and her monkey oh my god this block is the best
She's really aggressive, but the legendary status tones down how many you can include in a deck. I love it!
I was hoping the red Expertise would be something unique (oh who am I kidding I was hoping it'd be a degenerate Modern playable), but the threaten effect at least works with the pirate flavor. It's got that self-balancing aspect of requiring a target.

This into an always watching seems good, even with the Monkey not getting a buff, the fact she is a 2/4 menace fs will do! Good thing she's a human for Thalia's Lieutenant as well!
Expertise + reckless bushwhacker seems fun way to steal a vehicle crew it, and buff whatever ya got on the field !
The expertise might be the best enabler for Ancestral Visions in Modern. Three mana jack your Goyf, hit you with it, draw 3 seems really good.
Obvious Living End is another big winner here.
Also, a hot chick named Kari just got a card... and I'm the world's biggest FANBOY, but mono-red tokens isn't great unless you're goblin tribal or Purphoros OTK. Not sure how I'm supposed to feel...

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
Kind of weird that she keeps attacking with the same monkey, even if it dies.
Maybe Ragavan is a throwback to Dread Pirate Roberts?

Gain control decks used to use Act of Treason.
