I was about to say that this should not be rare, but Aether Revolt is not the set to make this complaint about. So... cool card, I like it. Cherrypicked modes from Simic Charm and Boros Charm.
I`m not an Infect player, but I`m pretty certain it`s a hell no. The difference between one and two mana is nothing short of monolithic. Most mainboards run a grand total of 4 cards that cost more than one mana, and they are all called Blighted Agent.
This card is a blowout if you have paradox engine on the field. Swing out vs an opponent. Opponent thinks the board is clear and swings, cast this and you untap with a bunch of hex proof indestructible dudes. Absolutely dirty.

What's funny is that, in one of the story articles, Ajani mentions that his axe doesn't need to be sharp; it's the weight of the blade and the speed of the swing that makes it deadly. So, really, it's not that it's sharp, it's that Ajani can, apparently, swing it really fast.
I think that was his point, bonds completely nullifies the intervention while replacing itself.

Opponent plays Intervention (which they wouldn't do if you already had Bonds in play, but let's just follow the train of thought for a while) so you activate the enchantment, forcing their creatures to lose hexproof and indestructible, making them vulnerable to spot removal or sweeper. The other permanents would have to be dealt with individually unless you are that one player running Nevinyrral's Disk, making you the player no one can stand. Clearly, you probably won't have more than one Bonds in the main but you'll have 2 or 3 in the sideboard just in case.
Heroic Intervention itself is a 1-of or 2-of just in case someone pulls out a random "destroy all creatures" sweeper
