You could even use the GW mini-titan (Renegade Rallier) from this very set.
It doesn't recur as easily, but I wouldn't be surprised to see those two cards used together.

As I understand, you can't even sacrifice it (to trigger revolt for example) if it doesn't deal damage to an opponent since you can't declare a target for the ability.
A 1/1 for 1 is so easy to recur it's not even an issue. If used as a general, it's cost is also easy to recast, or you can just set up so you can get it back repeatedly with the likes of Nim Deathmantle.

If the ability said something like "target player can't cast noncreature spells if he or she was dealt combat damage by Hope of Ghirapur since your last turn" then it would work, since you could target any player.
i present to you ghirapur lock - easy to assemble and all standard legal consisting of eldrazi displacer renegade rallier and hope of ghirapur. no more pesty planeswalkers, enchantments, artifacts, sorceries ever! instants only during the first half of your turn. get it now!
And a really easy to pick lock, you just need one well-placed removal spell to disrupt the three-creature combo that forces you to leave 3 mana open AND requires a puny 1/1 to actually hit the opponent...I can't see this card being used that way. It may have uses as a SB card in Aetherworks combo decks, or most probably, in Legacy or Vintage where it can be used to help a combo deck go off with impunity, else, it's more of a casual card meant to build complex recursion engines to troll your friends with, and needless to say, a pretty disappointing rare to open in Limited.

Whoa, whoa. Attack with Hope on turn two, Play Rallier, sac Hope, return it EOT, repeat next turn? You can lock your opponent out of playing non-creature spells every turn, except from between your upkeep and your combat damage step? That is some crazy tech for being standard legal.

This card WOULD be good, if they didn't print fatal push. As expected, we are seeing a lot of powerful low CMC cards, which is why Fatal Push was printed, to bring balance to the Force.
