This combined with all the story elements *really* makes me think Ham & Eggs is going to be return to New Phyrexia and poison counters...
I agree with you, I doubt they mean to use the 'counters on players' thing just for energy counters, and considering how much MaRo likes poison counters, I can definitely see this as a plant for an upcoming New Phyrexia block. Rashmi's invention could easily be used in a compleately different manner to bring the glory of Phyrexia into Kaladesh while our Avengers are busy with Bolas in Amonkhet, or, Tezzeret could ally with Phyrexians and bring them to Alara, Esper must sound tempting to Phyrexians.
This combined with all the story elements *really* makes me think Ham & Eggs is going to be return to New Phyrexia and poison counters...

Maro posted on the official site about wanting Proliferate in Kaladesh block, full stop, and not being able to manage it. That was in regards to Animation Module. So this is probably also some of that same thrust and not something snuck in as a portent for the next block.
That doesn't mean the next block doesn't have a neat counter to increment, but it does mean it probably doesn't have proliferate.
Sweet jesus, its a human. I suppose it gets blocked by soell queller and looter scooter even after a thalia's lieutenant, but if you can connect and double up on those counters it seems hard to lose. A man an dream.
Edit: meh alert. I guess proliferate was too much to ask for.
