This seems like a premium limited card. Tappers are great in limited, and this has the advantage of being both inexpensive and not coming with a weenie body.
Great card for Metalwork Colossus and Aetherflux Reservoir decks. It is a cool card that is cheap enough to come down early. Not great to use early, but it can provide some interaction when needed if you have mana open.
I can see using it on my esper control, that can use some early interaction against midrange. This and Fatal Push are some good one drops for controls already.
I like it. Seems like a good way to stall some annoying guys early on and their best dude late game. Limited all star and probably find a home in standard
This definitely looks superior to Tyrant's Machine. Half the cost of casting and activating, and it targets a wider range of permanents. Of course it's also uncommon.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

With Icy Manipulator, you can choke your opponent out of a color, just like you can with Rishadan Port. That's super useful in some situations, but Wizards hates messing with folks' lands these days.

The better comparison is Puppet Strings, not Icy. Cheaper, and hits artifacts, but capable of less shenanigans.
My first thought was Relic Barrier.
Fills a nice niche between Icy and Relic. I have an old Winter Orb deck where Icy is sometimes too slow to get into play before getting hammered and Relic is too inflexible if I get more than one in hand. It looks like Pacification Array does a better job to fit with the tempo of that deck.
I'll definitely pick up a set at the bare minimum, maybe more.

Inability to target lands is a big drawback,
but costing 1 is pretty nice.

I don't know the only lands to tap down are ones like maze of ith/Wasteland/cabal coffers like cards
I say it's still as useful and plus this is 3 cheaper
And I would still do that combo with winter orb/Static orb
