Card is boring. Might end up being good if improvise is broken but still very boring. Art is also uninspiring (subjective obvs) - just an all around failure.
I'm not as sure the card is trash (you can cast it on turn 4 pretty easily), but the name sure is.

If MTG is a part of your life, the formats are like relationships:
Standard/Block = The on-again, off-again holiday fling
Modern/Vintage/Legacy = Stable, homely. A ***** after absence/misreading
Limited/Sealed = Heart breaking free spirit
Commander/Cube = Agreeable, needy and expensive
Pauper/Peasant = Sweet, kind, practical, but shy and boring

I would much rather have every dragon, demon, and angel, be constructs made by someone rather than them just feel shoved into this plane. There is zero reason for them to exist here.
I'm not at all saying this card is good, but in a dedicated improvise deck cathar's shield and bone saw are essentially colorless moxes and this guy can hit the board turn 2. Is that reliable every game? No, but would be down by turn 4 at worst every game. That's not bad at all.
If there is a 2-cost artifact that makes a servo or thopter, I will use this in a constructed deck, otherwise there is already a better dragon on turn 4.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Even with Shivan Dragon stats its pretty meh?
I eagerly await the alters.

That said, there are easier ways to get a T3 4/4 flier, like tapping Veteran Motorist to crew Heart of Kiran. Regardless, I don't mind this dragon, I actually prefer this style of firebreathing as it's more multicolor-friendly. And at least he doesn't exile the artifacts you used to speed him out.
