RISHKAR
Rishkar is an elf from the distant territory of Peema. Historically, Ghirapur has been privileged with a peaceful relationship with Peema. But now there are those within the forest community who refuse to adhere to our ordinances. Rishkar is among the dissidents. Since arriving in Ghirapur, he has been charged with multiple instances of pipeline tampering and unlicensed distribution. His calm demeanor belies the threat he poses to Ghirapur.
SURASH
The elf Surash is the self-proclaimed groundskeeper of the greenbelt called the Cowl. His maintenance of this revered space was once enough for us to overlook his behavior. No more. We believe he orchestrated attacks on our Honorable enforcers, sending the Cowl's giant spiders to impede us while aiding renegades. Thus far he has evaded capture. If you have any information about his location, please contact us immediately—and avoid the Cowl.
ADVIKA TAAR
Advika Taar is a member of the Scrapper inventor society and a participant in the underground automaton league. She's wanted for using her augmentations as weapons. She claims her designs are automaton innovations, but there is no mistaking that they are built to smash our city's infrastructure. Advika's inventions endanger the lives of citizens and undermine the efforts of the Consulate. Report information about her whereabouts immediately.
Doesn't Rashmi have an assistant that is/was being held captive by Tezzeret? Kind of wondering if we will see that character as a legendary.

Meh, Rishkar sounds like the at-least-one-per-block-BG-legend we are destined to get.
I'd love to see that color pair get forgotten for even a single block-
it has so many great toys already that it's embarrassing.
At least one per block? Other than The Gitrog Monster, there hasn't been a BG legend in a block that wasn't part of a cycle since Glissa, the Traitor. I know the BG combo gets sweet commanders, but they aren't really getting them at a higher rate anymore than other combos, especially not every block.

GU has only gotten one legend outside of a cycle (Rashmi). BG has had many, many more than that (Glissa, Gitrog, Ishkanah, Nath, Iname, Vhati, Rhys, and Thelon, off the top of my head).
Of course, all of the allied pairs have gotten way more cards than enemy ones, so it's always good to give more representation to enemy color pairs. But they could at least try to give relatively equal treatment to all the enemy pairs and try to catch them up to the allied pairs at the same rate.
(Still waiting on an enemy land cycle that gets released before the allied counterparts.)

And they have a cycle of that cast a spell that cost 3 or less for free you know yahenni's expertise it was secretly a cycle and we diden't even know it.
