I'd say 14 mana to cast and activate it (Like, I'm sorry but you know that will not stay in play by your next turn) on the same turn is a...ahem...turn off...but then again I tend to make things like DragonStorm work without even trying so who knows.
To be frank, it reminds me a tad of Aladdin's Ring. It's just got an ability that costs ridiculous mana to activate and one would have to question whether it was better to find a way to actually use it vs more traditional digging cards.

Only decks that can generate lots of mana fast, such as Tron, Cloudpost, Elves, etc, can make efficient use of this. It's not the cmc that's an issue, it's the ability cost.
Otherwise traditional ramp / cheat things into play tricks are better.
I like that I can use it to get/play walkers; that's great flavor. I hate that it taps; for 8 mana per card, I think tapping is unnecessary. Infinite-mana decks have better cards to use to win with.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Am I the only one who would like to see Old Phyrexia before we make another phyrexian colony? I mean I personally would like to find out who originally made the plane of Phyrexia and what it was like before Yawgmoth got his hands on it.
Not to mention but Argentum/Mirrodin had access to soul cages which were designed to snatch individuals away from different planes. So I am pretty sure the neo-phyrexians were already close to discovering planar travel. Especially since the Thranian portals are everywhere on multiple planes. It wouldn't shock me to find out that their remnants lie hidden on planes buried for other to find and awaken. Urza himself discovered one and awakened it.
Finally I am so sick of this plane, its like wizards is trying to recreat the Thranian race but make it "cool".

[What has happened]The Kaldesh/Thranian have a power source system called the Aetherflux Reservoir/Fractured Powerstone which is pumped via pipes around the city which were used for all manners of things. Their entire world is controlled by a Consulate/Thranian High Council which use a tiered voting system to decide the course of it's empire. A divide in the populace grew due to decisions made by the Consulate/Thranian High Council. This led to a Aether Revolt/Thranian Rebellion. The arrival of a planeswalker Tezzeret/Dyfed only furthered the downfall of the empire. [What I expect to happen/Has happened] is that Tezzeret/Yagmoth will take his followers and artifacts out of Kaldesh/Thran using an artificier(Rashmi/Dyfed) to open a planar portal into an artificial plane. Then Tezzeret/Yagmoth will use these followers and artifacts to construct a phyrexian army.
Seriously go read The Thran by J. Robert King. Then read Kaldesh's story.
I think that's quite a stretch. Yeah, Kaladesh has a lot in common with Thran Dominaria, but the plots are almost entirely different. Dyfed's role has nothing in common with Tezzeret's, for example, and nothing so far suggests any sort of 'tiered vote system' in Kaladesh.

Personal I don't think (or hope) it is Phyrexia. Seems like it would be too much going on in the story and then have it all dropped to then to suddenly head to Amonkhet as well as having no set up for it in Kaladesh. And until proven no longer canon, Tezzeret hates Phyrexia and won't want to help them.
The consulate is a tiered voting system carried out by the Consuls themselves to decide the laws of Kaldesh itself. Consulate mtg salvation article
The wiki doesn't say how the Consulate are elected.

Damn, I was certain it would be Planar Gateway. Oh well.
I thought it was a strictly worse Planar Portal for a second, glad to see they didn't take that route.
I think it's what is behind Tezzeret in Battle at the Bridge as well. It is a legendary artifact so it makes sense.
That'd mean that Bolas sent one of his minions to Kaladesh to destroy the portal for whatever reason. At least that's what Dark Intimations seems to be implying.
God, I hope not. I would literally give one of my legs to see the glory of Phyrexia brought to Ravnica.
Actually, I'd think it's more likely that Bolas had Tezz get the blueprints, before destroying it, so he can rebuild it later and control the only one.
That shadow in the smoke on Dark Intimations looks like it could be Bolas looking down on Tezzeret. Maybe Tezzeret is trying to become stronger than Bolas and is using the portal to bring Phyrexians to do something.
Poor Bolas lost his spark again?

Also it's legendary. Makes me think it would be ideal as a 2 of? If you land it and just jam planeswalkers/threats every turn from that point on, you're in a good spot. I don't think you need to be cute with it.
Maybe there's a new toolbox tron deck that'll emerge from this card. Maybe not. It'll be different from the current tron setup though.

Well we all (tron players, that is) recognise that the deck is about 60% "get you there" cards and as a result it's normally OK to assemble your mana within a reasonable timeframe. Where tron falls down a bit is drawing into enough bombs to close out a game. The planar thing is unique insofar as it's one card that is also simultaneously all of your bombs, one-per-turn, if you can keep it on the board. That's a better "rate" than anything else in the modern card pool in terms of grinding out a game, which is why I don't think you need to be cute with it (apart from maybe a single anti-aggro card maindeck, right?). But the big question is whether the effect is just one turn too slow. Hard to know without testing.
I for one am intrigued by the idea of 'bridging' in things like sundering titan, Emrakul, even Iona (getting cute bow, but can you imagine?!) yeah the card's good. Good enough? I'm betting that people will play it. Competitive? Not sure.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

What? Improvise, like convoke, is a spell-only ability. It even mentions "this spell" in the reminder text. You'd have hoping that Wizards will print an artifact-based Training Grounds variant.
The point is if they have a card that lets you pay for artifact abilities with artifacts in general, that card could be really powerful. I know what improvise does.

So I'm curious if there is some flavor implication here, it seems a clear play off planar portal, and I could easily see this being some sort of link to New Phyrexia (especially with the artifact theme already being prevalent here).
