Seems like Fun in EDH, but does not really seem like a thing in any of the eternal formats. In modern it is a five mana do nothing and you need a mix of card draw and nonland permanents that tap for mana to really make use it. In in vintage it could be alright, but also just seems like overkill as if you have moxen and paradoxical outcome you should have won already. It could be fun in standard, but I don't think there are enough cantrips so you have to combo it with quicksilver spy to draw cards, and then you need to get enough nonland ramp to keep casting spells...could be fun with the all creatures tap for mana enchantment, but now you are looking at a three card combo that has a total CMC of 11? Fun, but not good.
I think I will try to find a way to play it in an Artifact EDH deck, and it probabaly goes in my momir all permanents deck, but other than that I don't think it is going to be that present.
Its for the Improvise mechanic on Battle At The Bridge. I think this will be good enough to see play in standard. If there are other cards like Tezzeret that can make relevant artifacts that you'd want to untap, it can be good.

Honestly, though, my favorite use for this guy is in a Captain Sissay Commander deck... since Sissay can search for this guy.

Turn 5: Search for paradox engine and play it.
Turn 6: Search for Rhys and play it, untap, search for Saffi and play it, untap, search for Gaddock Teeg and play it, untap, search for next legend/legendary land
That's not magical Christmas Land, either. That's getting 5 mana sources by turn 5. If ANY of that mana comes from mana rocks, you can start on turn 3 and start going for far longer.
Not sure. But that combo feels like the child of a slow affinity deck(yes I know that makes no sense) and the eggs deck. Play something, untap mana producers, play something, untap mana producers, play something, untap mana producers.....just to waste time dumping out your hand for free.
Also watch a someone from Wizards states how this won't be problematic and they've learned lessons from the past about free/cost reducing card, then said card causes a problem later causeing someone from Wizards to apologies about how they didn't realize it would be that bad and that they'll remember the next time something like this comes around and that the donit right that time....only to screw it up again.

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
So...how does this work with Improvise? I cast Battle at the Bridge with this on the field and tap 3 artifacts for it, will they get untapped with this, virtually making the Bridge a 1 mana card?

So basically if you have anything that draws you a card for tapping ... you just win (assuming you have enough mana to play the cards your drawing or not just getting lands constantly)
How long before this gets banned in edh? Did they already announce the banning? Did I miss it?
I can T2 this in modern elves with decent consistency by T4. Make all the elves nettles? Tap for all the manas? hurricane all the faces? Is hurricane even legal? Is this even magic anymore. Where am I. Pinch me.
It would appear that it does do THIS. In Legacy. You need double-blue from your mana rocks, but it does do it if you have it. Goes infinite with Mind Games. Capsize also good; maybe not infinite but just... degenerate Capsize. Might not be actual good, but looks maybe good at least. (See the Mox Diamond business? That seems... good. Perhaps elsewhere.)

For Modern a Grand Architect build would probably be powerful. Realistically the card is good, but not broken in constructed. Splinter Twin was a 3 CMC + 4 CMC combo that got banned only after several years. This is a 5 CMC that will need at least 2 other cards to be good.
And I thought Isochron Scepter + Dramatic Reversal was ridiculous. Consider that 0-mana spells like Ornithopter and Gitaxian Probe also trigger the Engine. With Chief Engineer on the field, you can ramp out huge artifacts frighteningly fast. Everytime you cast a counterspell, all your rocks and dorks untap, allowing you to cast even more counterspells. Let's not forget the upcoming Quicksmith Spy which will allow you to tap the Engine to draw a card between castings.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

EDIT: Or remove isochron and use Sprout Swarm, Haze of Rage or Wurmcalling in combination with cryptolith rite.
