Dimir/Grixis Artifact Control could be a viable deck type in Standard...especially with Unlicensed Disintegration caring about controlling an artifact. I suspect his price trajectory will be something like Torrential Gearhulk's: under $10 under he totally kicks but at the Pro Tour, then sky rockets above $30 before settling in the $15-$20 range.
If his ultimate is correct and it turns artifacts into 5/5s it is probably a weak ultimate. If it makes tokens it is better, but if you have the emblem and no artifacts or end up with none it leaves a bit to be desired. I guess the mana rocks turn into 5/5s and opposing gearhulks can get smaller, but it just seems underwhelming.
After that though this is quite good, ramps into a gearhulk and can remove other creatures or even pump something up on your side, given the right circumstances.

Looks decent to me. Definitely not as exciting on each ability as the PW Deck version, though this one is probably stronger in constructed formats.
PW Deck Tezzeret has several abilities that read as being very powerful but he's held back by his cmc. This one's got a few smaller feeling abilities at a better cmc to loyalty ratio. His -2 seems very good if you're playing anything that makes clues.

If you play enough artifacts, this guy allows you to -2 twice before needing to plus, meaning you ate two things and are still stockpiling gold tokens to burn on something good later.
Well he works well in T2 with Metallurgic Summonings, in fact this card is what that deck is looking for. As a Dimir aficionado I like this card and players should not underestimate the power of Lotus Petal. He will see play
His +1 is mana that can be stored for later use. In a control shell, that is insanely valuable. And it synergizes like crazy with his other abilities, not to mention a bunch of other artifact matters cards in Standard and ones yet to come in Aether Revolt. The card will definitely see Standard play.
Seems decent. +X/-X is weird. It can be a buff or removal but only if the creature has the right amount of toughness. Would a choice of +X/+X or -X/-X really have broken the card?
And if we have Tezzeret now, then what will get spoiled on the 25th? Masterpieces?
It seems as if some things are missing from the translation. I guess the tokens should have a name for example. I wonder if anything non-cosmetic was left out though. Like the ultimate, does it not have a "may", or a "you control"? Could this really force you to turn your opponents artifacts into 5/5's? And does it work every combat, or is there a "on your turn" left out as well?
+1: Create a colorless artifact token named Etherium which has , Sacrifice Etherium token: add one mana of any color into your mana pool.
-2: Target creature gets +X/-X until end of turn which X is the number of artifacts you control.
-7: You get an emblem with "At the beginning of your combat phase, target artifact you control becomes a 5/5 artifact creature."

That plus seems very weak. Lotus Petal for a +1 on a CMC 4 walker? Very underwhelming ultimate too. But I guess it doesn't take much to get there.
The problem is his plus doesn't really do much.

As for the card itself, I'm a bit disappointed, but I think this can give us a surprise and find the right deck.
Before the glory of Yawgmoth, yes, even this makes sense.
Card doesn't seem terribly good, but might be within the context of the set/current standard environment.
