Can I just say how happy I am that they DID NOT change the art? Everyone always seems to want new art on these, but I really prefer the original art 9 times out of 10.
I hate to +1 the cynical opinion but yeah, there's very little chance this Judge promo makes Seal into a sub-100$ card, I don't think I've ever seen something with this small of a print run cut a card's price down to a quarter of it's old price

plenty of decks would love to play a T1 Imperial Seal.

1) It'll be an Exemplar foil. That means severely limited printing, but let's be honest, even an Exemplar printing will probably double the current (minuscule) supply. There won't be enough demand to support an overly-inflated price. Prediction: $200.
2) It'll be a regular foil. That means (relatively) lots of them on the market. Ravages of War is probably more played as a popular Cube card, and the judge foil is under $50 (for people looking to get into Vintage, this isn't the barrier to entry). Prediction: $85.
(Was e.g Ravages of War an exemplar foil or not? If it was, I might be carefully optimistic about the price here.)

The WOTC page just kind of says "these are the promos" without saying "Oh yeah, we're giving out Dualcasters as usual, so they'll be $6 next year, but Wasteland we're only giving out to judges who are WORTHY." I don't *think* that Ravages was an Exemplar promo, but we basically need a judge to step in and say "This is how I got my Ravages."

Yes Ravages started out as an exemplar foil. When it rotated out of exemplar it became a conference foil.
A big factor is how many exemplar waves a foil has been in. Ravages was in multiple I believe.
Elesh Norn is the only one that hasn't been in exemplar yet at all, and Force of Will, Wasteland 2 and Rishadan Port have only been in 1. Those are now used for special occasions like for example conference organizer foils (so rather than every attendee getting one, only 1 person gets one).
I can see Seal going both ways. So I think the big question is going to be whether Seal will be in not only the next exemplar wave, but also the wave after that.
So I'd say a 'regular' foil would be one that's in 2 or more exemplar waves and possibly conferences.
A 'special' foil is one that has been in 1 or fewer exemplar waves.
There's no distinction between regular foil and exemplar foil.
Note also there was a long time between Force's original limited release and it's appearance in an exemplar wave. Elesh Norn could theoretically also appear at some point in the future in exemplar.

Just as a point of refetence, a few months ago star city was selling original p3k printings of this for $800. Today its $600. Still very expensive, but its a 25% drop from a pretty expensive seller in a short period of time.

Let's not forget that there's artificial scarcity. It all depends on the bigwigs controlling the supply. If that individual believes the seal to be severely underprinted and underpriced, it will always stay expensive.

But why is this more exspensive than vampiric tutor (besides not printed enough.)
Does sorrecy have atvantage over instant in this case?
No, Vampiric is strictly better. The only reason Seal is more is because of rarity. EDH and Vintage use it as another Tutor, otherwise it's not legal in much else.

They've gone up a bit now,
but promos like Xiahou Dun, the One-Eyed and Overwhelming Forces were a fraction of the original's cost.
