I was waiting to see more of this cycle! I really like this one, the color-fixing is cheap and flexible and it has a real possibility of finishing out a game that has been dragging out very long.
Seems quite good in at least two of the three decks that should be getting it - Kynaios and Tiro appreciate having a finisher that takes advantage of all of the land-ramp they've gifted to their opponents over the course of the game, and Saskia is just happy to get a hefty source of damage that hits all of her opponents at once. And, of course, both like having the extra bit of fixing in the early game...and both are in colors that can recur spells to the hand fairly easily, so they can cycle it early and pummel people with it late.

I've been saying over and over again that EDH needs more tools to punish overrampers (Free Balance!),
but it's a little ironic seeing such a powerful anti-ramp card in the main ramping colors.

By "Free Balance" you mean unban it, not that there should be a zero-mana version, right?
The other irony is that by necessity, the cost on this is so high it practically HAS to be ramped into to be good.

Correct.
Balance would be a great check for people who ramp zealously,
and it doesn't have the same abusability in a 100 card singleton group environment.
I feel like it was banned "just because,"
not because it was a major problem card.

Balance, uhm, thats the unfun everyone has to sac a bunch of stuff right?
As opposed to the unfun I just ramped into 12 mana by turn 4 and am now dropping Eldrazi titans and Progenitus and Sliver queens.
I feel like this could have been singular targeting with Overload, but, all that reminder text for basic Landcycling, geezus.
rereading balance edit: oh, so, the one guy who has been ignored all game with at most, a single karoo in play plays this and everyone boardwipes. Nice.
I am putting this in every one of my decks that can play it. My group's games always go long and always go to each player having at least 10 lands, often several more.

Red has always had tools to punish players for the amount of lands they have, and green has since superseded black as the secondary land destruction/hate color. This card's color configuration is actually very appropriate. It's perhaps more ironic that one of Modern's most popular LD decks, which is also RG, is also one of Modern's more popular ramp decks.

R Citizen Cane (Feldon of the Third Path)
Exquisite Blood + Defiant Bloodlord = instant win
That instantly ends the game without anything else though.
Generals meant to be drafted first in a single pack of 6 cards.
And here is the actual cube, meant to be drafted in 4 regular sized packs. (60 card decks)
