Development has just decided to continue to expand the cycle in the Commander products, as that is the only place where these are really safe to print.
I much prefer this art to Yawgmoth's Will's art. Being able to activate at instant speed never hurts, and the 3/3 body might matter every once in a while.
The art is a great callback to Yawgmoth's Will, especially with the central figure wearing the Mask.
This ability being on a creature, and can be activated during an opponent's turn, makes it very powerful.
Come on, Wizards, you broke the pattern! It's supposed to be "sacrifice", not "exile".
Yawgmoth's Will exiles itself. Technically because of timing, this wouldn't. So they changed the templating slightly to match that function. (And also make the card not dumb)

The craziest opinion I have seen in a while right here (about the art)
Since when do they finally listen to us on stuff we want resurrected.
Since the last five years. They've been really hard at work reprinting non-reserve list cards where they can (Commander, Master Series, Conspiracy) and reworking reserve list cards into new versions that don't violate the reprint policy. They're giving us what we want.
And thanks to RedGauntlet, I can see that the Magus's stance is exactly the same as the one in Yawgmoth's Will.
On a creature? Geesh.

Technically I would say Magus of the Wheel is the actual member of that cycle instead.
I don't think we'll see the cycle completed within this year, it might be an ongoing thing across years.
