Huh. My Kruphix deck might want this, but I dislike the flavor and of course the lack of reliability. It's a steal when it works, though. I don't know.
This seems awful. It's a 4 mana board wipe that you can't reliably use that has literally nothing else to set it apart from the myriad of other, much much better 4 mana board wipes that already exist. Why would I ever play this? You could at least give the guy who likes random effects some kind of payoff when it goes his way.
I hope that this card is just the beginning and WOTC is finally about to print a legendary creature that cares about coin flips for my coin flip chaos deck.

It has a 75% chance to function as a Nevinyrral's Disk without the one-mana activation cost, assuming timing doesn't matter. (By the turn after you play it, it has a 75% of working, assuming you activate it both turns.)

It goes their way when people are on the edge of their seats for ten minutes before it booms. People scramble to attack while they can. Popcorn is eaten.
It's a card with a 75% chance of being better than the insanely powerful Nev's Disk, and if not, even the *threat* of it can make your opponents hold back from playing permanents, which you can use to your advantage.
I'd play it over O-stone but probably not over Disk or Deed
Also "Boompile Loadingreadyrun" would have been a great name for a goblin cannon
Oh my Lord.....do your hear that Ral Zarek? It's the sound of my heart exploding with joy; that or the newest addition to the long list of cards that are pushing me towards a random chance deck. Please let Yidris be good enough to make it work. Karplusan Minotaur, Fiery Gambit and Ignite Memories need a home.

it kills planeswalkers, doesn't cost additional mana over the original casting cost and can be activated right away.

you don't lose the card if it fails, and there's a 75% chance it will work in the second try, making it as fast as disk when you need to destroy stuff right away.
all that being said, it's very easy to untap artifacts with Voltaic Key or similar cards so you can do it multiple times in a single turn.
it's mostly better than disk when you cast it and mostly worse in subsequent turns.
In a vacuum, I think disk is the better magic card, but never ignore the ability of surprise nuking the board for just 4 mana, even if it has only a 50% chance of happening right away.
Wait .. it nukes my Krark's Thumb too? Meh. 2/10 would not boom.
