That's either set art that won't appear on a card (which would be a bloody shame) or a noncreature, nonplaneswalker card depicting Saheeli. I can't think of any reason they'd pull a Xenagos with a walker who's become as popular as Saheeli has become.
Unless Saheeli is going to be the focus of the Planeswalker deck for AETHER REVOLT (which is a surprise since I am thinking they'd complete the WUBRG solo colour cycle first), I think it's either Pia (although a bit sketchy coz this female looks way young) or some random rebel.

There are plenty of other arts in Kaladesh alone with red and blue robes... It could very well be Saheeli, but Magali Villeneuve just happens to draw everything exceptionally full of life and character. And to further the Saheeli argument, she does look fairly adept there with her personalized load-out (as we know Saheeli is an expert combatant), and it could just be M.V.'s take on Saheeli's outfit, the same way she created something different for both Thalia and Linvala.
To me, the Aether Revolt art looks more like a frontal view of Chandra. If you look at the art from the Flame Slash in the Planeswalker decks, the art looks similar.
I'm not 100% convinced that's even Saheeli there (first glance made me think of Pia Nalaar, but the hair is clearly not right for that), but cool to see Tezz summoning Salvage Titans.
Unfortuantely that doesn't actually mean we are guaranteed get Salvage Titan in the block, as it makes perfect sense for Tezz to summon creatures from his home plane.

On the other hand, that could also justify printing it in Aether Revolt. If we get a Duel Deck with Tezzeret as one of the PWs, there's a good chance that Salvage Titan will be one of his rares.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

That weapon, the posture, and the flowing robes look a bit like Narset...
I'm more partial to Elspeth, what with that weapon looking like a broken remnant of Godsend (you didn't think Ajani came alone, did you?). As for colors, it could be she acquired a different fashion sense in the underworld.
The alleged Saheeli art is missing any of the filigree, and Saheeli has not been identified as being a warrior type. Yes, she can send artifacts into the pits (I just had a flashback to Odyssey block), but I don't know if by that image alone we can conclude it is Saheeli.

Indeed I also believe that isn't Saheeli. The cheek-filigree are absent, not to mention Saheeli strikes me more as Kaladesh' Garruk: Let other beasties fight for her.
But Chandra vs Tezz? Whatever card with that art makes me think it may be similar in effect to Fateful Showdown (whatever that Pia vs Tezz art is)

Those are definitely Salvage Titans. There's nothing else that looks like that. I would love to see a reprint, actually. It could be really powerful in a set with Fabricate.
That's not Saheeli in the new artwork. There's nothing about it that indicates it could be Saheeli, except for it's another brown woman. There's literally nothing else suggesting they're the same. I've attached a clearer image.
Saheeli's medium brown skin tone is constant in all of her artwork so far. This woman is far too light. She also appears to be a light skinned black woman, not south asian like Saheeli. The woman in the new artwork has very extensive braids, which Saheeli neither has nor needs. South Asian woman do braid their hair, but not that finely (it's usually one large long braid). Saheeli is pretty established as manipulating metal to create creature simulacrums for her artifacts, this is a complete tonal shift from that with the new artwork having a hand-to-hand combat exoskeleton.
My theory is that the new woman is our UR Artifact Legend. Which would be awesome, because she looks fantastic.

The only thing they have in common is that they are Indian women... This might as well be a new character, or even geared-up Pia Nalaar.
