More than likely there will be a cycle of commanders with a regular 4 colour casting cost that has the line "If ~ is in the command zone, you may spend mana of any colour to cast ~."

I really don't see why a Tatsugir style commander is all that desirable. In, say, standard or limited, it makes the card more playable, but this is a commander deck. It also limits the card's power since it requires activated/triggered abilities with colored mana in them.
Except it is really difficult to straight up do 4 color casting costs since that means the card needs to do everything that each of the colors can do. For example the card could not have Lifelink if it had a Blue or Red casting cost. Although if it was hybrid W/U or W/R it could have lifelink.
The card doesn't have to do something that each of those colors can do, but just some of the colors, flavorfully mixed with the others.
Then what is the point of making it 4 colors other than to have it be 4 colors?

Well, I haven't really met that many people that love foils. A large number of players are indifferent and a small number either love or hate them. I don't really care. Of course, I'd like it if every commander were available in oversized. It just isn't worth using them when only a small percentage of my commanders are available.
What's most interesting about this to me is that it actually means four Commanders in the four-colored decks. I'm hoping this actually means they'll be four-colored, but you couldn't really call them Commanders if they couldn't be used as Commanders for the precons they're in, could you?

Yes and No.
I dislike foils myself because, well, I dislike them. I don't like the sheen, foils are stupidly expensive and they throw off the dynamic/feel/look of my cards when I play them. So, for me, the idea of a foil-only Commander isn't a welcome one. It certainly isn't the end of the world, and I'll still gladly play them, but it isn't my first preference.
With that said, I fully understand that I'm exactly in that vocal minority. I know a lot of blokes who are absolutely thrilled by this news and that's great. Those people who enjoy their foil-only EDH decks have every right to be happy; the thrill of the hunt and the satisfaction of a full-shined deck brings some people a lot of satisfaction. That's a good thing.
It's simply not my thing. In rare instances only, like my foil Burning Wish or Akroma, Angel of Fury, I'm okay with having some foils. I don't hunt for them or lust after them though, because I just don't care enough. Haha.
With the amount of people who enjoy foil and altered and proxied commanders, (as they should feel free to, myself included, considering the format and concept of having a commander just breeds that kind of flair/personalization), I wonder if wizards would go a step further and use unique borders or full-art commander face cards at some point. Because I wouldn't mind...
I myself wouldn't ever be able to completely foil out a deck, especially since they're kind of ever-evolving. But I do like foil commanders at the least. That said, there are cards only available in foil which kind of drives me nuts, so I can see why someone wouldn't be thrilled about this. Less about disliking foils, more about having something in it's classic form available. More about the art on the cards in their true visual state bringing me happiness (foiled areas lose their color most of the time, especially bright ones. ie: chippy Akroma being completely silver, instead of white).
My issue with foils is I feel it compromises the intricacies of the artwork. I want to see the natural state of the art without the glare or unintentional colors appearing depending on angle. Also they can bend or curl. Not that I keep my cards in the heat or sun so that's not as much of an issue.
I prefer glossy cards. For whatever reason Intro Packs, Event decks and a lot of smaller print run products have this glossy, saturated look to the cards that I adore. I go out of my way to get such Gloss cards. Commander products tend to have these Glossy cards too. They're sturdier and prettier.
Gloss > Foils > Regular cheap cards
Since SOI I noticed cards have been coming glossy out of packs too. All cards from EMN for me were which was amazing. I love high quality card material on the Glossy ones.

Tbh it makes no sense to me for Wizards to put tri or dual colored alternate commanders in these decks because they're meant to be alternate commanders. If they don't contain the complete color identity of the deck, they cannot legally be slotted in as the commander of the deck and, if they can't, why are they even in the alternate commander slot?

They just might do 4 four colored commanders. I mean when are they ever going to do 4 color again? Otherwise, people are going to ***** forever about no variety in the 4 color selection.
If there's 4 commanders, I hope for something like:
1: (R/W)(2/G)(2/U) type casting cost. This one can drop colors but the commander costs 1 more for each color dropped.
2: The already mentioned Tasigur style for 4 colors. Again, flexibility.
3: A true 4 color casting cost. Why cheat on everything, right?

Arent these the only options you have for the Casting Cost? The only other possible thing is that they use something like a Transguild Courier ability where its and theres a line underneath that says " ~ is these 4 colors...". What else would there of been?

I am trying to get better at making decks. I have had trouble creating more competitive decks as I only really build with the cards I have. I dont have that many value cards, in function or expense. I (almost) never play at FNM type events so its not like im playing against $2k decks. If I do usally play at one, Its a draft or limited game. Any advice on building decks is greatly supported! DMs are appreciated.

Eugh, please oh god no. MaRo already mentioned that the duo-hybrid cards (ex. (W/B)U) in Alara block were already confusing for players and caused unecessary complexity, and you want to do that times four? I always see these ugly messes of casting costs in CaC threads and always want to throw up whenever I see them and imagine myself playing with a table full of six and reading it out loud and everyone checking out the card and my lands to make sure I paid the right mana costs for this god-awful unholy abomination of a cost.
Every Commander product always had two Commanders. I hope for one with the real 4-color cost (I mean, if you're going to do something fans wanted for like 10 years, do it right) and one with the baby-Khans solution (aka. 4-color identity instead of a straight 4-color card).

That seems more of a concern for limited than a format full of (arguably) the most enfranchised players in MtG.
I agree that four different hybrid symbols in the cost would look bad.
However, I could see them using two different hybrid symbols (ie- (W/B)(W/B)(G/U)(G/U)) as an earlier poster suggested,
as this allows one to build a deck for them using two, three, or four colors.

I actually designed a cycle of 4color commanders than punished players for playing the mssing color. like the WRBG one let you bounce a nonland permanent a controlled by a player who cast a blue spell. I even had a story lorwise to give it flavor.

I really like this version. I think it is possible that wotc is actually going to print it, however, theyre trying to stay away from general hate, such as color hate and, originally, expansion hate. I hope that they considered a version like this.
