I like the Green Legend, However I would not want to play it on turn 1.

Wow, that's quite a one-drop. Unfortunately, it just seems like a bad Rhys the Exiled. Cool to see an artifact-focused green card, though.
I think you mean Rhys the Redeemed. And yes, his second effect is probably stronger than this ones, but he doesn't create artifacts, which is significant in my opinion.

It's true, but green isn't the best color for artifact support. It's at least a fresh approach to artifact decks in EDH.
Oviya reminds me of Herald of Anafenza... The card that saw approx. zero constructed play. Maybe her 2nd ability is better, being able to repeatably create fatties rather than grow itself, I dunno. She also create artifact creatures, which is always an upside in Kaladesh. Time will tell though.

Makes sense. I guess R&D has decided that efficient graveyard filler and reanimation shouldn't be in the same color?
