Oh wow, does this work in modern? Might buy a lot of time for control decks vs. aggro like deaths shadow, burn, zoo. Even maybe an extra turn against Infect. Blind Obedience was meh in standard but at one mana and gaining life instead of extort this looks good

As a suicide zoo player I don't really see this doing much :/ path does much more work vs me than this. Vs burn maybe, vs bushwacker zoo and affinity likely to help some. This will not give you an extra turn vs infect or suicide zoo, most of our creatures that we will kill you with don't have haste so coming in tapped really doesn't matter.
This is a good card for aggro though, vs things like eldrazi and jund/junk this would be very good for hatebears and other white aggro decks.
In short making enemy creatures come in tapped really only keeps them from blocking, not from attacking.
Uh, not sure what the art is doing. Doesn't really invoke oppressive authority to me.

It's a good add to a Thalia deck. T1 play this and later on you can really screw with them and drop Thalia on turn 3. I see a good white mid range control type deck coming out with those 2 cards. As for flavor I'm not so sure but it still seems really good. Especially because control likes to usually take the draw to start. This gives you options to have the play just to get this out then slow down from there.

Can confirm that authority of the consulate is the name for the card, since all Chinese cards have the same translations for the same English words.
Can also confirm that the source is legit, since it comes from the official Weibo account of Wizards China.
The flavor text says, "citizens are entitled to freedom within the laws of the Consulate".
Ah yeah my bad, for some reason I forget that that was the irrelevance of blindividuals obedience in the first place, only matters against hasty things. **** my spacy brain lol

This thing is amazing, even ignoring standard and modern it's also a good sideboard option or Enlightened Tutor silver bullet for legacy. Gaining a lot of life of and tapping dredge creatures and Empty the Warrens creatures etc is strong enough but also dealing with the threat of hasty reanimation (particularly Legendary reanimation with Emrakul etc.) and slowing down hasty threats like Reality Crusher in Eldrazi stompy is pretty huge.
It's a sideboard card/counter for Delirium and Token strategies in standard.
Oh I have one card in hand and you cast Emrakul? Great. Now I won't lose my best monster and gain 5% of my life back. Ishkanah with delirium? Thanks for the 4 life.
Nissa, Voice of Zendikar, Gideon ( 0 ), Fabricate cards? Thanks for the life gain.

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.

It doesn't really help Soul Sisters. You already run 16 one drops, and this only triggers when the opponent plays dudes.
