Wizards seem to be stepping away from red instants that deal damage to either creature or player. I don't like this at all.
Yea, it looks like they want to divide removal and burn going forward.
But for this card, it seems too easy to abuse damaging a player with a ton of artifacts, especially at common level. It seems fairly costed removal.

Depends on whether or not artifact based decks become viable in standard while Kaladesh is legal. It is certainly viable in Commander, particularly if you play a red artifact deck as with Feldon of the Third Path, Daretti, Scrap Savant, or Pia and Kiran Nalaar.

Those are better than 99.9% of other commons for what they do. Your expectations are far too high if you think that level of effect will be printed often (if ever again). Of course, those cards are always available in eternal formats... come join the dark side. We have Lightning Bolts.

the advantage red removal had over white and black removal was that red removal wasn't a dead card if your opponent had no creatures, because you could simply go to face, while black and white removal tend to be unconditional kills, white even exiles.
and now, red gets creature burn.... for 3 mana. and that's not even sure to kill the creature.
creatures keep getting stronger... spells keep getting weaker. this is weird. lol.
I already play a lot more eternal than standard.
powerful spells are fun.

but red is quite weird... Harnessed Lightning is really nice, what I don't understand is just why can't we have Lightning Strike or Incinerate on standard... at uncommon also, no issues there.
I mean, why is Murder printable and Incinerate is not? Incinerate is not better, just different.

I think it's for the best that red burn becomes more specialized to hit either creatures or players, it makes each burn spell easier to use. With a spell like Lightning Strike, you have to ask, "Do I hit my opponent now or save this to take out one of their creatures?" When I was running Strike in my RTR-Theros RWU deck, I almost always saved it for removal. It might as well have said "Deals 3 damage to target creature." With creatures getting better, red needs less burn to defeat the opponent. That said, they'll always have room for that expensive burn spell that can hit a player for 4-5 damage, generally meant to be your Limited finisher.
I feel as though the art on this card doesn't do a good job of indicating its status as a burn spell, though. It could just as easily have been a new Trash for Treasure-style artifact retrieval.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

sure... Murder and Unlicensed Disintegration are both pretty good spells.
3 mana for instant unrestricted removal seems like a sweet spot... no one is asking for Swords to Plowshares or Path to Exile.
