It is disappointing that it only works on instants, which will probably be enough to stop it from going anywhere outside of limited, casual, and maybe a few EDH decks. It is still a sweet card though.
I actually like it that way. Makes it more blue and makes it potentially better in blue decks, instead of always flashing back a black or white sorcery card.
I'd much prefer if it did Sorceries too. I do love Instants, and non-permanents are a big thing for me, but this would be a lot easier for me to commit to if it was both. I don't use enough Sorcery cards for me to really love it immediately. I get your concern, but it's not like Sorcery stuff is non-Blue, the Primordial one could do Sorcery stuff too.

Of course it's easier to commit to if it was a big flashy Darkdwellers, but I guess I would repeat MaRo's old adage of 'restrictions breed creativity'. Cards like these can promote deck diversity by forcing players to look at the card pool and load their deck with instants instead of sorceries in order to make it good.

Given I don't play Standard it isn't really super important overall, but I do really like it, just that lack of Sorcery means that half the cards I'd normally get to use with it don't apply. Just wishful thinking though, was hoping for a slightly different Diluvian is all.
This plays nice with Saheeli Rai. Flash it in at the end of their turn, cast something, then on your turn -2 Saheeli to get another cast trigger and a hasty 5/6 to go along with your current 5/6.
Not saying that is why wirzards did it, I am saying athat is a good reason why it would be insane to have it on this card. And I DOUBT they do not take modern and legacy into account. They just say they do not because they know it is too much for them to pay attention and if they say they try to deal with it peopel will get on their throats everytime they fail. Just see mental misstep, wwas clearly made for legacy (and went horribly wrong).
Their line of tought probably is.. "will this make standard more interesting? if yes.. add it.. if "not sure"they probably ask.. will this likely cause huge commotion on other formats..."if not likely".. add it.. if " for hell yes!" then do not add it.

Well, in standard of there's a Grixis artifacts deck waiting to be made, flashing back an Unlicensed Disintegration seems pretty good. Of course, you could just Noxious Gearhulk but eh.
Little reason to not run both and have a pretty nice suite to kill any creature and deal damage doing so (or gaining life).
At first I was dissapointed, but then it started to grow on me. A (mostly) mono-U draw-go deck might exist: sit behind a wall of counters (here's hoping they print a good cancel with upside, and at least essence scatter), card draw, and use engulf the shore as a repeatable wrath (added bonus: it bounces your own dude back for a re-cast). Jace, Unraveler of Secrets can re-set this thing if needed (I jumped when I checked and it did not say "creature opponent controls" on his -2), as can paradoxical outcome (which can, incidentally, also save Jace from a removal spell or lethal attack). Going 100% monoblue is probably not right, and a white/black/red splash for some non-bounce removal could be in order. But, all in all, a U draw-go control shell using this dude, engulf the shore, and Jace could work. Mind you, I'm theory-crafting, so it might be all bollocks

Given Cruel Ultimatum isn't in Standard, and Wizards doesn't tend to balance cards based off of their impact in older formats, I doubt that's why.
However, since we are going to Amonkhet and Bolas was revealed as the villan, Cruel Ultimatum (or some variant) might be in std in the future, and they are looking ahead, going "nope, nope, noooooooooope. Re cast Cruel Ultimatum for free is just... well... cruel!"
I kinda love the irony in people upset that it cant cast sorceries, when typically anytime a spell is spoiled the major complaint is usually 'man, it's sorcery speed; it would be amazing if it was and instant, but at sorcery it's unplayable'. And I'm one of those people too, mind you, regarding the cards like incendiary flow. but really think about how broken this card would be even in standard if it could recast a sorcery for free. would you really want your opponent to be able to flash in the gearhulk on your attack step and flashback crush of tentacles, or rise from the grave and grab another one of this creature, or any of the other gearhulks for that matter. we already learned how broken flashing in creatures without casting them from you hand is with CoCo making standard unplayable for anyone not using CoCo, but now people are complaining that we can't have a potential graveyard CoCo gearhulk that could flash in Emrakul, the promised end during someone's attack phase? come on guys. WotC can't be that stupid, especially after underestimating CoCo in the first place.

I'm looking forward to the Red one. I like the White/Blue ones too, just the minor quibble for me about Sorcery for the Blue guy. Hoping the Red plays into a Red theme I like.

And I'd imagine that this plus Engulf the Shore or even Unsubstantiate would be a rather powerful tempo play.
