I don't play Standard anymore, but won't this card be absolutely bananas? It's an incredibly efficient body that you can flash in at instant speed and cast an instant for free! FOR FREE!! Card draw. Countermagic. Removal. You name it. If you cast this creature during combat, block a smaller guy, and then kill another guy off with a free removal spell, you still have a 5/6 guy in play. That's, like, a 3-for-1 that simultaneously develops your board and generates tempo. I'd be shocked if this didn't turn out to be a chase mythic from the new set.
Also, the applications for this card in Commander are pretty salivating too.

Yes, please name all of the playable instant speed card draw, countermagic, and removal in Constructed.
You clearly don't play Standard anymore. It's a bizarro world where creatures can be played as instants but underpowered draw spells and kill spells are Sorcery-speed only.
Cmon you guys never played God of War, Dark/Demons Souls series, Shadow of the Colossus, Monster Hunter? Getting ambushed by a big flashy fella is totally plausible. Whether it's popping out of the ground, dropping from the sky, or dormant and waking, there's always flavor for being surprised by big things.
I like this one. I'm sure being an artifact will give it an edge on Pearl Lake Ancient as a control finisher, but we'll see.

There is probably a even more effective spell but you can turn 6 replay murder for free. Or as other players have said replay your counter spell. Either way you end up with a huge monster to block with or attack with next turn. It's very good for 6 mana.

Well have Grasp, which is pretty sufficient. We just need the traditional 2 drop instant kill spell that's weak to the block mechanics that we get every Block, a decent low cost draw instant, and something ala Clash of Wills as early game protection and we can make a decent control deck. The synergy the hulk has with the Lilianas running around standard is great and gives the control decks access to more copies of their finishers. This is the first legitimate control finisher that we've gotten in a long time that seems to be worth it. (Outside of walkers)
I mean, the criticisms are perfectly true: If this let you recur creatures ala sun titan it would be a bigger deal just because of how pushed creatures are and control instants aren't. Even post rotation with coco gone its not like we're seeing pushed counterspells, killspells or other strong control options. This would be a perfectly competent finisher in a non-bizarro-world standard where its a titansize body that could come down as 2-for-1 or 3-for-1 and secure its own board. Instead, its a slow and ponderous underwhelming body in a meta with little to no acceleration and extremely efficient aggro beaters. A blue control deck might have this as its only creature capable of blocking voltaic brawler and winning, aint that a little late

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

honestly, if you've got 6 mana up, and you're running the counterspells this thing can reuse... i'm probably not going to cast any game changing spells. even without it the risk of a counter is far too high, which begs the question: is a 5/6 body worth the extra mana you get for a counterspell? the answer is... no.
if it hit sorceries too... well then yes, autoinclude everywhere forever because the only thing better than an extra turn is two extra turns!
just instants? meh. i don't really need a body to go with my removal, or tutor, or counterspell when i can just run a more efficiently costed bit of removal, or tutor, or counterspell.
i'm not saying this is a terrible card by any stretch mind you. its just not a staple.
In Standard your best bet has to be Spreading Flames, right? Which you have milled or discarded of course. I also like the synergies with both Nahiri's +2 and her ultimate. You get to discard juicy spells, tutor the Hulk to cast them for free, then re-cast the Hulk again next turn! Spicy.
Too bad Dig Through Time is banned in Modern. You have Lavaball Trap, which might help your new 5/6 stay the biggest thing on the block for a while. I'm intrigued by Commandeer, which you can play for free early, and then recoup some of the card disadvantage of 3-for-2ing yourself by flashing back with the hulk.
Firemind's Foresight if there's some three-instant combo? Fated Return if you're going hard on self-mill or reanimation. It's sweet if you have a way to sacrifice the Hulk at instant speed so you can bring it back with Return and cast another spell. Supplant Form would be hilarious, if not exactly worth it.
It is disappointing that it only works on instants, which will probably be enough to stop it from going anywhere outside of limited, casual, and maybe a few EDH decks. It is still a sweet card though.

I actually like it that way. Makes it more blue and makes it potentially better in blue decks, instead of always flashing back a black or white sorcery card.
I'd much prefer if it did Sorceries too. I do love Instants, and non-permanents are a big thing for me, but this would be a lot easier for me to commit to if it was both. I don't use enough Sorcery cards for me to really love it immediately. I get your concern, but it's not like Sorcery stuff is non-Blue, the Primordial one could do Sorcery stuff too.

Big flashy colored artifacts on a plane where artifacts are a big part of the place seems like a fitting inclusion.
And for four less mana you get Snapcaster Mage.
And for two less mana you get Archaeomancer.
And for one less mana you get Mnemonic Wall.
All of which can grab sorceries.
