Well for 4 it passes the howling check by letting you get the advantage of both sides first in normal play, and speeds up the game incredibly without being offensively abusable like the forced draws of mines were. I'd say this is the card that either defines an entire archetype in standard or sees zero play. Blazing through a deck of dig spells, a few cantrips, mostly 1 cmc cards would put this into turbo. Emptying your hand on turn 4 with 5 lands out, then drawing 4 and playing 2 lands, yikes.
It's probably for the best that Avaricious Dragon is rotating when this rotates in - I don't know that they'd be broken together, considering they both cost 4 mana, so you won't get to start benefiting until turn 6, but I do rather love the idea of drawing five cards every turn.
Definitely an interesting puzzle of a card. My first thought is that it could fill an Outpost Siege-like role in aggressive decks, as something to board in against decks you can't finish off before you run out of cards, but maybe it could fit elsewhere, too?

I'd love to play this in some kind of really aggressive R/G midrange strategy. Dump your entire hand on the board, put out your extra lands for ramp. Profit.

RW decks love this, it gives them a means of replenishing some steam after they inevitably run out.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

I was about to make a stupid comment, then I realized that unfortunately, the second ability doesn't stack. Which is a shame because drawing four cards a turn is just awful when you could draw thirteen cards a turn. (Kidding of course, this is still crazy a f)
I'd say this plays well with Vedalken Orrery, but honestly it's easier to name the cards that don't play well with Vedalken Orrery. Come to think of it, that Orrery could be printed in this set as well, since Vedalken are present and all. But I'm dubious they would for balance reasons.

May consider trying it in Saffi, I can empty my hand pretty easily, but I can usually refill it or not rely on it that often.

I hope the orrery of the Vedalken kind also shows up on Kaladesh.
It's the first ever colorless play a additional land card permanent.(and the opponments won't want to destory it because it's group hug card.)
As a matter of fact I'm hype because I am doing colorless eldrazi.
