Whenever you cast your first spell each turn, reveal the top card of your library. If it's a nonland card with converted mana cost less than that spell's, you may cast it without paying its mana cost. If you don't cast the revealed card, put it into your hand.
I would gladly trade 1 more cmc for better colours, easier trigger and some cascades compared to Jori En, Ruin Diver

You draw it, it says "If you don't cast it, put it into your hand." right there in the text.
You may be right, but the "if you don't cast it" bit is still a bit confusing to me. It already says you "may" cast the card, so why isn't the second bit just "otherwise, put it into your hand"?
Finally a little penance for the loss of prophet of kruphix.
Also a reminder to us all about why Prophet needed to be banned . Imagine triggering Rashimi on every players' turn. It would be glorious/miserable.
I really like her and hope she finds a place in standard. I don't know if she is too slow to be played in UG/x Emerge post rotation, but I would love to cast a Wretched Gryff or Elder-Deep Fiend with her on the field.
Sure, there is a chance of spending $4 on a booster and getting the Mythic Rare $30 super card. There is also a chance of surviving putting your tongue in a light socket.
I don't know if she'd be better Commanding Momir Vig or vice versa, but either way, I want it.
As someone who *always* evaluates new GU commanders through this lens,
I would recommend staying with Momir Vig, Simic Visionary- he can fetch Rashmi up with ease,
and she allows him to cast two creatures for the price of one.
She may actually restore some of the power he lost when Prophet of Kruphix was banned.

To show that you put it into your hand if you don't cast it when it is revealed. It is pretty unambiguous.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
I don't know if she'd be better Commanding Momir Vig or vice versa, but either way, I want it.
As someone who *always* evaluates new GU commanders through this lens,
I would recommend staying with Momir Vig, Simic Visionary- he can fetch Rashmi up with ease,
and she allows him to cast two creatures for the price of one.
You can even get something of CMC 3 or less like Trygon Predator for free when you cast Rashmi.

Though, now that I'm thinking about it, that's gonna be a weird ability to stack. Blue trigger goes on first, then Rashmi's, the the Green trigger, so that you get a creature you can cast from Rashmi, then hope you draw a card, or Rashmi then all of Momir, and put a card into your hand and hope you get a Rashmi trigger.
