It's more that they know Kamigawa has its fans, so they still throw it the odd bone like with Tamiyo. Same deal with Lorwyn-Shadowmoor.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I'll probably actually buy this -, sorry bandwagon crew! I don't have a Jhoira yet, so a foil will be nice. I do like the new artwork. Coat of Arms is something I've wanted for EDH but haven't bought due to the price. Lots of goodies here for various projects I don't have yet Don't care about playing them against each other so not really a consideration.
I'm buying it myself, just I find this deck illustrates how bad it is for wizards designers who are getting hamstrung by card popularity.
4chan designed a better Heroes vs monsters on the go with the same EV, the same face and preview cards, at random, for the lulz.
Turns out all it takes is thinking up cards other than Kamahl, Pit Fighter again.
It is possible they intend to release a "Planeshift: Kamigawa" like they have done with Zendikar, Innistrad, and Kaladesh.
They released those for Innistrad and Kaladesh and did such a poor job at advertising it that I didn't notice? It's like that time I missed the release of the Innistrad Arena of the Planeswalkers because they just don't care about the success of some of their stuff. O.O
Kamigawa is so full of legendaries that I could see it feature in a Commander supplementary - or Planechase for what it is worth. The tendency to satisfy our nostalgia in supplemental productgs is something I welcome and if it's coupled with actually developing the style guide for planes we otherwise would not see again that is just that much better.
---
Kamigawa's original legendary theme basically would have predestined to be a Commander booster product. I wonder how much better the design and reception would have been if EDH had been enough on their radar back then to be the mechanical foundation of Kamigawa 1.0.

They made a mistake when releasing Planeshift: Innistrad and posted it on their D&D site exclusively (fortunately it is still free to download), the Kaladesh one was posted on the mothership, but it wasn't advertised as well as they should have been. Personally I was only made aware of it because someone asked the official MTG Tumblr if they had been made. They are well worth a download, even if you don't play 5E D&D, the Planeshift: Innistrad one in particular manages to explain a lot of things that make the change in SoI make sense, plus a little information about the vampire clans (there where twelve originally, three are extinct, five are remnants and small, and only the main four are well known. One of the smaller ones got a card in SoI: Twins of Maurer Estate). It's a pretty interesting read.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
I'm sure if this is the right place but I think it would be cool if Duel Decks are where they would to this "Return to..." motif, and keep the newer sets, actually newer planes, which is what it seems like recently IMO. If they made new cards for these duel decks (thematically but also functionally) I'm not sure if they would break any other constructed format or not, but could add more lore to those preexisting planes. Or at the very least printing new arts on the reprinted cards, the Ob/Nissa duel deck had sweet arts like wood elves and crop rotation.

The problem with such duel decks are that they are restricted to only use preexisting cards and can't use them to introduce new cards, which is what fans of the planes in question want. And what would be the point of an Ulgrothan themed duel deck if we can't get a new card for Baron Sengir as the original is on the reserved list and can't be used?

Indeed, it would be cool.
But yes, all Duel decks so far have either been made up entirely of preexisting cards, or contained only a few new cards from the next expansion to be released. Plane specific decks are better suited for things like Planechase or Commander where entirely new unique cards are allowed.

After reading it thoroughly (and writing a review article), I have actually quite a good feeling about this.
Like it or not, these decks have the most value since Izzet vs. Golgari (of the nonPW decks), and also quite distributed over more cards as opposed to a random Remand reprint.
The gameplay looks interesting. Might is HULK SMASH, but Mind could IMO work both as aggro (Pyromancer and tokens) and control. It would require thinking to win with it, and that is a flavor win. The question is whether it can win only on aggro god-draw and control god-draw, and will be smashed in every other case, or not.
As for the new arts:
The V[...]na Monster - definitely better, no more a deformed Batman who just hit the windshield.
Desperate Ritual is OK, Guttural Response is a great homage to the gorilla warrior cards from Ice Age and especially Alliances.
Zo-Zu is Wayne Reynolds; Matt was just better. At least he let him keep the ice o-naginatas.
About the fail that are Jhoira's and Lovisa's new arts I have written enough.
Rift Elemental would probably be too powerful with Jhoira cheating the expensive cards into play. Ghitu Fire is a great Jhoira card (see art), and it would make sense with the instant/sorcery theme. But I again expect that it would not work thematically, killing the opponent with a huge blast to the head. Then again...there is Volcanic Vision...
Looking forward to play with the decks. The last three were not quite enjoyable.

Well there have never been Duel Decks with new cards in them before (apart from preview cards for the next Standard set) but that doesn't mean it could never happen; it does just indeed pose a development challenge. Even if you assume the cards would be legal for eternal formats only a la Commander products, that's still a lot of extra development work apart from the extra design work.
Still, I think three or four new cards per duel deck would be worth the effort...
Like it or not, these decks have the most value since Izzet vs. Golgari (of the nonPW decks), and also quite distributed over more cards as opposed to a random Remand reprint.
While this may have some decent value (at around $18) remember that these now cost $25. At $20 this would have been fine, great even, but at $25 the value does fall short, especially after the costs of some cards dip.

I assumed as much because they aren't standard legal when they come out so I figured they would do the PW deck idea where they have janky cards specifically for the theme of the duel decks.

That's just the thing, though - Duel Deck-only cards couldn't/shouldn't/wouldn't be purposeful jank, because Duel Decks aren't an intro-level product. People would expect cards of the same power level as the Commander exclusives.
Yeah that's a fair point, I'd say "shouldn't" and "wouldn't" would be most applicable. Wizards has done things that people thought they couldn't do, I would not put it past them to f up a product, some commander cads are just really weak (Kalemne, Disciple of Iroas comes to mind when thinking of weaker command cards).

If you think Kalemne is weak, you've obviously never played a deck built around her. I used to wreck face with her constantly to the degree that I had to promise to dismantle the deck because I won so often. As soon as you hit three or four experience with her (which isn't particularly hard, especially if you can protect her), it's pretty much game over for my opponents unless they manage to get a board sweeper, and even then it's just a matter of time before she hits the board again. She is a monster.

Agreed. Ingot Chewer and Spitebellows evoked out on the same turn with Kalemne out makes for a brutal play.

It really feels like they made the decks with the intent of just using the duel deck to reprint cards and did the best they could to make a workable deck out of it. They seem to be doing two waves of casual reprints each year, with commander in the fall and duel decks in the spring. By all that's holy, though, this duel deck is only getting propped up by the popularity of MtG itself, as otherwise it's just as bad as the Vingolf 2 box set for force of will. Actually, I'd say the later is still better because it had all the dual stones.

While this may have some decent value (at around $18) remember that these now cost $25. At $20 this would have been fine, great even, but at $25 the value does fall short, especially after the costs of some cards dip.
You are right, but note that I have not compared price/value ratio, just commented on the value.
Let this great clan rest in peace (2001-2011)
I am going to be paying around 20€ for mine, which is actually a reduction in price.

That's just the thing, though - Duel Deck-only cards couldn't/shouldn't/wouldn't be purposeful jank, because Duel Decks aren't an intro-level product. People would expect cards of the same power level as the Commander exclusives.

Indeed, and even if you don't have them readily accessible in your hand, if the deck plays a number of giants, angels, and dragons, it will wreck face.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
