Dwarves appeared in Apocalypse expansion were Keldon purple skin, which isn't "typical" either, and I am using the word loosely because this is another plane.Lorwyn/Shadowmoore dwarves were monstrous by comparison and not "typical", either.
The ones in the picture share some common features shared of fanatical dwarves: rounder/stockier face/body, and appear larger in proportion compare to a human. Note, humans are usually 6 to 8 heads in proportion, while dwarves are generally 4~5 heads.
Look where the female one's knees are. There is still more leg to the picture, making her human sized.

The three people in the background certainly look more proportionally human.
But aside from that, we also have seen humans from the plane before.
We know what humans on Kaladesh look like, and that picture looks like dwarves.
FYI, I tweeted about that pic yesterday, got picked up by Gathering Magic who ran the dwarf story.
I'm willing to bet pretty much anything it is in fact dwarves.
