I'd like to see this in a deck with 1 creature in it. It could have more than 1 copy of it, but only 1 creature. Just always vote for Wild, not matter what your opponent votes for. Of course if that creature is in your hand, you can vote for free. I wonder if a good ramp control deck could be made with this? Simply put, this is a powerful card in a deck built to abuse it, and building to abuse it isn't rocket science. I just don't know how good a deck built to abuse it can be.

RIP Batman guy. I hope somebody picks up the slack now that you are gone. Sick children need their Batman.
Assume a 4 player game, one player plays this. This player gets 4 wild votes. 4 creatures and still a full hand. Now imagine that player gets 4 free votes: 4 free permanents but also down 4 cards from hand. Sweeper coming 3, 2, 1... Why would the result of this spell be anything other than 1 wild (caster's vote) and 3 free (opponent's votes)?
Not saying it's a bad card, but it's far from an autoinclude. Or am I overlooking something?

The secret to enjoyable Commander games is not winning first, but losing last.
If my post has no tags, then i posted from my phone.
This card is Polymorph without the sacrifice (Wild) and/or one-sided Show and Tell (Free). The only thing keeping this from seeing play in Legacy would be its cost. I don't play Legacy, so I don't know of any decks that would support it.
The fact that you can guarantee getting a creature into play makes this a good card. The absolute worst case is you get the top creature of your deck onto the battlefield, since you can vote wild even if you have no cards in hand.

Basically you wait till you have something in hand you want to drop. You vote Wild and get a random free creature from your deck. Then your opponents have a choice to make - give you a free play, or risk your worse creatures from the deck. You don't have to drop your whole hand, and in draft I don't know how many sweepers people can be sure to have. Basically none in just CS2 draft. In a multiplayer cube, there could be more, but maybe you're dropping something resistant to board wipes.

Say the caster has a really big fatty stranded in hand. The caster will be voting for free instead of wild then.
Given that the opponents have heard the caster vote for free at that point, the next time the caster tries Selvala's Stampede, the opponents may want to vote for wild instead.
I may also point out here that the latter choice is 'permanent' not creature.
This can be used in Superfriends decks to dump PWs/other non-creatures on the battlefield.
Unless you run a decent number of creatures in your deck, this will only work once, as they'll never let you get free stuff from your hand, and you'll only get your vote.
