Fittingly, plays quite well with the new Selvala: she can ramp you to it more quickly, ensuring you have more cards still in hand to hit with it, and draws cards for a similar result. And putting a really big creature into play off of the Stampede makes her ramp even more the next time you activate her ability.
I guess "whiff" is relative, since you can still put lands and stuff into play, but it still feels like the whiff potential here is kind of strong. It's like Capital Punishment, with more players choosing taxes than there are cards in their hands. You do need a well-stocked hand to make the most of the card. Unless you're using it as a more expensive enabler for the "no other creature cards to Polymorph into Emrakul" strategy, anyway.
It is an excellent fit for my Kiora's Menagerie deck, though, so at least it'll have a home if I pull it.

Your opponents will probably pick the latter option over the former option.
Maximize the uncertainty they face by keeping a large hand size.
I'm guessing you've never played against Eureka or Hypergenesis?
I would be extremely hesitant to let them hand-pick what this puts into play.
As long as you have at least 3-4 other cards in hand when you cast this,
you can probably manipulate the results of this by voting for the opposite of the one you want more.

Yeah, now that I think about it, one sided Eureka does sound pretty busted. The first option might also be enticing.
But yeah, real dilemma. Good card.
This might see play in Legacy (12-)Post, especially versions without chump creatures such as Veteran Explorer. Six mana for cheating in the Primeval Titan in hand and getting another Prime Time (assuming your opponent votes wild and you always vote free) is already scary enough, and imagine if you cheat out an Eldrazi Titan instead and still get a Prime Time...
...assuming your opponent also votes free because s/he figures you can't have 2 fatties in hand, I guess cheating out Prime Time and Vesuva is already nasty enough.
This is a cheaper mana cost and more powerful version of it.
It isn't more powerful. Unless you put your ideal targets on top of your library (Worldly Tutor), you are at the mercy on the RNG gods. T&N ensures that you get the exact two creatures you want, regardless of what your opponents do.
On that note, where is the "opponent's choice matters cards always suck" defense force?

"I hope to have such a death... lying in triumph atop the broken bodies of those who slew me..."
You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
It should be an interesting card for cube. You'll get what you want which is a good baseline, but the opponent will often be afraid to give you a free vote, leading to at least some amount of leveling

Unless the only creature in your deck IS the one you want.
The defense force isn't here because YOU get a vote too. You'll always at LEAST get to do what you want, and maybe get another thing.
This is like Eureka or Show and Tell for my Intet, the Dreamer deck. There are times when I cannot utilize Intet for whatever reason, a card like this allow me to put cards like Omniscience into play directly. Ramping to six mana is definitely easier than ramping to ten.
I'll run that in Atarka EDH in a heartbeat, it ramps to Six mana quick, and in a 4 or 5 player game, that's a lot of possible dragons to drop for six mana.
So for those of you hyping up the card, keep in mind what'll happen when you're pretty much empty handed...

You won't cast this?
Much like you wouldn't cast Control Magic if there weren't a good target for it?
If you're empty handed and draw Control Magic, then either there are good targets for it on the board, or you're in a good position anyway, or you're up against a deck where control magic would be useless anyway.
If you're empty handed and draw this, then you better hope your opponents don't have a better board position. Cause if they do, congrats, you got a usually worse See the Unwritten.

So your argument boils down to "this is an iffy topdeck, so it's a bad card"? Force of Will is a pretty terrible topdeck,
but it's an amazing card when used at the proper time in a deck built to use it.
This card is similar.
My Momir Vig, Simic Visionary deck *could* use this—
the deck has more than enough draw to take crazy advantage of "free,"
but there are lots of small utility creatures which would more or less waste "wild".
Conversely, my The Mimeoplasm deck has the threats to make "wild" dangerous,
but may not have enough card draw to make good use of "free".
The only deck I'm actually putting this in is Jarad, Golgari Lich Lord.
Literally every creature in that deck is a nasty threat,
so even a single "wild" vote could end up being worth 4GG.
That deck also has enough draw to make "free" an unappealing option for most opponents.

Are you saying this in a specific context? I ask because if you are empty-handed and draw this in a 12-post deck, this is at worst a primeval titan, and t best an emrakul, which can come out several turns earlier... And if we consider what happens when one does not have an empty hand, well...
Which is why I added the word "usually" in front of it. There are corner cases to be sure, but generally speaking, this card really won't be all that good due to those situations.

Should work much better that See in my spell heavy Maelstrom Wanderer EDH
It's pretty easy to add four cards to the battlefield with one casting of this.
This is absurd.
