Between Stunt Double and Gigantoplasm, OG Clone is feeling sad and unloved. Sorry buddy, you're just not good enough anymore. Don't let the door hit your ass on the way out!
NewSel isn't getting banned, she isn't that strong. She is sweet as hell though, and I'm planning to add her to a deck or two, along with the green Monarch enabler. Stunt Double is flavorful and cool, but a little on the weak side with all the clone effects in Commander.

The "Crazy One", playing casual magic and occasionally dipping his toes into regular play since 1994.
Currently focusing on Pre-Modern (Mono-Black Discard Control) and Modern (Azorious Control, Temur Rhinos).
Find me at the Wizard's Tower in Ottawa every second Saturday afternoons.
does the creatures power need to be greater than all other creatures or all other creatures that player controls, in order to draw the card?
all other creatures.
if it would relate only to creatures that player control, the first ability would be templated like the mana ability
Thanks for clarification.
So that is good and bad news (and probably good design). Bad, because you need to trump other players creatures. Good, because you could build your deck in a way, that you have the highest power creatures and others have a hard time drawing. However, that strategy needs lots of mana. I wonder how to best get that mana...
well, it's a card perfect for ramp strategies...
it generates a metric ton of mana, that you'll use to cast your big monters... and those are most certainly the biggest creatures on the board.
unfortunately, ramp isn't exactly a viable legacy strategy, but my casual ramp decks will love running this lady.
as far as booster draft is concerned, her power will be heavily dependant on how many big creatures you'll be able to draft.
but without a doubt, she packs quite a punch.
My only criticism of Selvala is that I wish her mana ability counted the greatest power among all creatures, not just ones you control, like her first ability. I feel like that would create a much more interesting table dynamic where an opponent may cast a bigger creature and get to draw a card, but they fuel your mana production at the same time. She's still interesting and powerful as she is, but I think that would have been a much more intriguing option.
I didn't realize her first ability was you control, so this is interesting, the eldrazi grant you a ton of mana (well them aside Worldspire Wurm loves this card). She is interseting, Flash Clone is Flash Clone (not much to add). On first read I thought she was group huggy as she was before.
My Mayael the Anima EDH deck will certainly be taking a long look at her. She looks like she'll be really good for that strategy. Mayael cheats out a big guy and Selvala likely draws me a card off of it and provides a ton of mana to cast the big guys stuck in my hand. Seems like a winner.
Shame Selvala will probably be banned in commander pretty quickly.
Why would she?
Because she's an elf. She looks innocent outside, but those abilities are absurd. While I don't think she'll be banned in traditional commander, I totally see her getting the hammer in DC. Basically Yisan 2.0. With all of the elflords and untapeffects, her ability gets busted, quickly. She trades the consistency of Yisan, wanderer bard for straight line speed. While G didn't get a huge array of emerge creatures, she can hard cast these the turn after she comes down. Card advantage tied to ramp? Bahhhroken, in the command zone at least.

You might not see it in the artwork, but Selvala is wearing an Umbral Mantle.
The card that breaks her. All you need is 1 3 power creature on her first activation, and bam, infinite mana. (hint: she pumps herself after the first untap, making her the engine for infinite mana herself.)

While I don't know enough about duel commander to comment on her power there, I do know that in all formats, there are already tons of way to generate ludicrous amounts of mana that aren't banned, and have never even been considered for banning. In particular, there are already plenty of ways to get lots of mana that aren't nearly so vulnerable to removal, and that don't offer your opponents the chance at card draw.
And while she's not 100% Rofellos, it's pretty darn close. That and card draw....
What? Have you ever even played against a Rofellos deck? These two are so far, it's not even funny. Rofellos is a guaranteed 6 mana on turn three. (Unless, or course, someone got lucky with having cheap removal in their opening hand, but Selvala's vulnerable to that also.) When playing against Rofellos, you've gotta expect some huge beater across the table from you by your third turn every game. Selvala is completely dependent on what else you draw; she only gives you a net gain of one mana on her own. Plus, if your opponent can get out a big enough creature, you'll be cut off from her draw power. After a wrath, Rofellos goes right back to having the same ridiculous amounts of mana once he's recast. Selvala doesn't; even some well placed spot removal or a flashed-in blocker can do serious damage to her mana flow.
We already have a Legendary Creature who's way closer to Rofellos: Azusa, Lost but Seeking. Selvala isn't getting banned.

So, then... I ask again, why would they ban Selvala?
She may not get banned in regular, but her death warrant in Dual is basically already signed. She is at least as powerful as several generals on the list in DC, and more powerful than many of them.

"I hope to have such a death... lying in triumph atop the broken bodies of those who slew me..."
You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
I'd say Selvala's almost guaranteed a spot in Omnath, as her mana ability scales with his ability to store mana. I'll likely want one for Animar as well.

First off, how can you critique something you admittedly "don't know enough about?"
Second, Rofellos and Azusa don't have any sort of Card advantage abilities.
Third, Rofellos is only guaranteed 6 mana turn 3 with 3 forests. Very common, but not an absolute.
Finally, yes, Animar has the capability of ramping out creatures faster, but Selvala can cast The Great Aurora, Genises Wave, Primal Surge etc. faster than Animar. On top of that, Selvala is a Mono-color creature, Animar is Tri-color, harder to cast on curve, and more efficient card choices for her as well. I'll take pure mana-production over cost reduction any day.
I am willing to bet money that she is banned in DC. Yisan and Selvala are probably the best choices for mono-green.

I'm not saying Selvala 2 is bad; she actually seems pretty good. She's just not ban-worthy. If the likes of Jhoira of the Ghitu, Arcum Dagsson, Karador, Ghost Chieftain, and Azami, Lady of Scrolls are still legal, it's going to be a long time before Selvala finds herself on the chopping block.

Oh, wow, before turn ten? That's so fast! [/sarcasm]
Seriously, my Animar deck does that constantly, and way earlier than turn ten.
Also, who the hell plays Krosan Cloudscraper in EDH? Ew.
Oh believe me I know Animar can do it faster.
