You are correct.
All of the draft matters cards have a very explicit "reveal" that cannot be avoided. If you do, it is cheating.
That said, the likelihood of encountering many of these is less than you think, due to the fact that it's probably only going to be printed in one slot, as were the draft matters cards in original Conspiracy.
